202 W. 5tn Street, Plainview, Texas.
Mayor Pro Tem Weiss presided. Members present were Council Members Mary
Elizabeth Dickerson -District 1, Steve Martinez -District 2, Gary House -District 4, Daniel
Rascon-District 5, and Lorie Rodriguez -District 7. Mayor Charles Starnes was absent.
Staff members present were Jeff Johnston -Interim City Manager, Slater Elza-City
Attorney, Isauro Gutierrez -Director of Information Technology, Neil Weems -Director of
Public Works, Derrick Watson -Police Chief, Bobby Gipson -Fire Chief, Tim Crosswhite-
Capital Improvement Program Manager, Valessa Gutierrez-HR Manager, and Belinda
Hinojosa-City Secretary

4. Presentation of the Solid Waste/Recycling Annual Report
Presenter: Brocke Lively, Solid Waste Superintendent
Presented the Annual Report for the Solid Waste/Recycling Departments.
5. A Resolution of the City Council of the City of Plainview, Texas, Ordering a Special
Election by the Voters in District No. 3, to Elect a Person to Fill the Vacancy and
Unexpired Term Created by the Death of the Council Member for That District; in
Accordance with the Texas Election Code. (Resolution R25-660)
Presenter: Belinda Hinojosa, City Secretary
This Resolution orders a Special Election to be held on May 31, 2025 to fill the vacancy
and unexpired term created by the passing of Council Member McDonough.

Motion: Move to adopt Resolution R25-660.
Motion by Council Member Rascon, seconded by Council Member House

6. Resolution Accepting From RTJ Ventures an Underground Utility Easement
Dedication at Lot 5-A Mesa Verde Addition, Unit No. 1, as Set Forth in a Replat of the
Same Property and Located in the Vicinity of loth Street and Kermit Street, Plainview,
Hale County, Texas. (Resolution R25-661)
Presenter: Neil Weems, Director of Public Works
This Resolution is to accept a 10-foot underground utility easement from RTJ Ventures
for Lot 5 Unit No. 1, Mesa Verde Addition. This plat was accepted by the Planning and
Zoning Commission meeting on March 27th. The 10 ft. Undergrund Utility Easement runs
north and south parallel to Kermit Street. Currently, there is a gas line in the proposed
easement. Staff recommend the acceptance of the 10-foot Underground Utility Easement

Motion by Council Member House, seconded by Council Member Rodriguez

7. A Resolution of the City Council of the City of Plainview, Texas, Approving -
Requested Changes to the Approved Performance Statement for Texas Community
Development Block Grant CDM23-0226 Previously Awarded by the Texas Department of
Agriculture (Resolution R25-662)
Presenter: Tim Crosswhite, Capital Improvement Program Manager
In the original application for Downtown Phase II that we submitted to EDA for a $500,000
grant, it was only for Ash Street. We have added the intersection to tie it in a little better.
This is to add linear feet of area to the project.
Motion: Move to approve Resolution R25-662.
Motion by Council Member Rascon, seconded by Council Member Martinez
Vote: 6-0. Motion carried.
8. Consider award of bid for Service Center Sewer Line replacement project
Presenter: Neil Weems, Director of Public Works
One bid was received from Concrete Connection in the amount of $98,585 for Service
Center sewer line replacement. Staff recommends approval.

Motion by Council Member House, seconded by Council Member Dickerson
Vote: 6-0. Motion carried.
