HomeMy WebLinkAboutCouncil Minutes 04-22-202514 The City Council of the City of Plainview met on April 22, 2025, at 6:30 p.m., at City Hall, 202 W. 5t" Street, Plainview, Texas. Mayor Starnes presided. Members present were Council Members Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Gary House -District 4, Daniel Rascon- District 5, and Evan Weiss -District 6. Council Member Lorie Rodriguez -District 7 was absent. Staff members present were Jeff Johnston -Interim City Manager, Slater Elza-City Attorney, Neil Weems -Director of Public Works, Derrick Watson -Police Chief, Gabe Carrillo -Police Captain, Bobby Gipson -Fire Chief, and Tim Crosswhite-Capital Improvement Program Manager. Consent Calendar a) Excused Absences b) Minutes of April 3, 2025 and April 8, 2025 c) Financial Report d) Quarterly Investment Report for the period from January 1, 2025 through March 31, 2025 Public Comment: None Motion: Move to approve Consent Calendar Motion by Mayor Pro Tern Weiss, seconded by Council Member House Vote: 7 — 0. Motion carried. 4. Presentation of the Police Department Annual Report Presenter: Derrick Watson, Police Chief and Captain Gabe Carrillo Presented the Annual Report for the Police Department. 5. Consider and take Necessary Action on a Professional Service Agreement with Parkhill Engineering for the Design of a New Animal Shelter Presenter: Jeff Johnston, Interim City Manager The City contracted with Shelter Planners of America to engage in a Needs Assessment study for the design of a new Animal Shelter. The final design consists of a 6,197 square foot building in size. The city has received the Professional Service Agreement H P City Council Minutes April 22, 2025 Page 1 of 2 15 from Parkhill to begin the full construction design of the new Animal Shelter. The cost is $360,050 not including reimbursable. Staff is recommending approval of the Professional Service Agreement for the construction design of a new Animal Shelter. Public Comment: None Motion: Move to accept Professional Service Agreement with Parkhill Engineering Motion by Council Member House, seconded by Council Member Martinez Vote: 6-0. Motion carried. 6. Consider BuyBoard Purchase of Frisco Park Playground Equipment & Installation. Presenter: Tim Crosswhite, Capital Improvement Program Manager On April 10th City staff presented the options to the Park Advisory Board for their recommendation to Council regarding a new playground structure to be located at Frisco Park. The new equipment will be relocated from the current location to a space across the street, next to an existing basketball court. This project is identified in the Parks Master Plan Staff recommends approval for the BuyBoard purchase of the City Park Playground equipment and installation for $49,196.51. Public Comment: None Motion: Consider Buyboard purchase of Frisco Park Playground Equipment and Installation with Option 3. Motion by Council Member Rascon, seconded by Mayor Pro Tern Weiss Vote: 6-0. Motion carried. 7.
