HomeMy WebLinkAboutCouncil Minutes 05-13-2025The City Council of the City of Plainview met on May 13, 2025, at 6:30 p.m., at City Hall, 17 202 W. 5th Street, Plainview, Texas. Mayor Charles Starnes presided. Members present were Council Members Steve Martinez -District 2, Gary House -District 4, and Daniel Rascon-District 5. Mary Elizabeth Dickerson -District 1 and Lorie Rodriguez -District 7 were absent. Staff members present were Ted Chancellor -City Manager, Jeff Johnston -Assistant City Manager, Slater Elza-City Attorney, Isauro Gutierrez -Director of Information Technology, Neil Weems -Director of Public Works, Derrick Watson -Police Chief, Jason Johnson - Director of Finance, Tim Crosswhite-Capital Improvement Program Manager, Valessa Gutierrez-HR Manager, and Belinda Hinojosa-City Secretary News Media Present: Ellysa Harris, Plainview Herald Invocation — Mayor Pro Tem Evan Weiss Pledge of Allegiance 2. Consent Calendar a) Excused Absences — Council Member Mary Elizabeth Dickerson b) Minutes of April 17, 2025 and April 22, 2025 Public Comment: None Motion: Move to approve Consent Calendar Motion by Council Member House, seconded by Council Member Martinez Vote: 5 — 0. Motion carried. 4. Consider Interlocal Agreement with South Plains Association of Governments for Texas Parks and Wildlife Department Application Presenter: Tim Crosswhite, Capital Improvement Program Manager The Running Water Draw, Kidsville Play Structure is identified in the City Comprehensive Plan and is a priority in the Parks Master Plan for replacement. Kidsville was a 1991 community -built assisted project that needs replacement due to age and deterioration of the structure. This interlocal agreement with SPAG will provide services for the Texas Parks and Wildlife Department grant application. If funded, the grant is a 50/50 match between the City of Plainview and the Texas Parks and Wildlife Department. Motion carried. 5. Authorize Swimming Pool Operations/Management Agreement between the City of Plainview and Plainview YMCA for Outdoor Aquatics Center; Presenter: Neil Weems, Director of Public Works The City of Plainview contracts with the Plainview YMCA for management services for the Aquatic Center. This allows the City to take advantage of their experience in managing this type of facility as well as professional supervision and trained lifeguards onsite. The City will pay the YMCA a fee of $30K towards the management and operational costs of the facility during the summer. Staff recommends the approval of the agreement with the YMCA and the City. Motion carried. 6. Authorize an Agreement for Professional Services with Parkhill for Recycling Center Study Presenter: Neil Weems, Director of Public Works The City of Plainview operates a regional recycling program, located at 1018 E. 4th Street, where items are sorted and baled for recycling and shipping. The Professional Service Agreement is to optimize the facility for our operations. The goal is to have the recycling center be a place where volunteers, civic groups, community service probationers, customers, along with city personnel, have a safe, comfortable place to sort through the items to be recycled. This study will include future equipment, traffic flow, and improvements to the ergonomics of the workspace. Staff recommend the approval of the professional service agreement with Parkhill. Authorize License Agreement for use of sports fields for the YMCA Baseball and Softball Programs Presenter: Neil Weems, Director of Public Works The YMCA utilizes the baseball fields in City Park and the softball fields in the Regional Park for their youth baseball/softball and adult softball programs. This License Agreement lays out the responsibilities for both the YMCA and the City in terms of maintenance and responsibility for the baseball and softball fields. In addition, the agreement grants the YMCA a franchise to operate concessions during their activities. The YMCA pays a license fee in the amount of $2,500 to the City for use of the facilities. The term of the agreement is for one year with an option to renew it for an additional year Staff recommends approval of the license agreement with the YMCA Motion: Move to approve License Agreement for use of sports fields for the YMCA Baseball and Softball Programs Motion by Mayor Pro Tern Weiss, seconded by Council Member House Vote: 5-0. Motion carried. 8. Award of Bid for the Sewer Line Pipe Bursting Project Presenter: Tim Crosswhite, Capital Improvement Program Manager On May 1 st, the City opened new bids for the Pipe Bursting project which will be located on 4th Street between Xenia and Vernon. The Wastewater Collections Department identified this project as an immediate need for repair. Staff received three bids, with the lowest being from Amarillo Utility Contractors. Staff recommends awarding bid for the Sewer Line Pipe Bursting project to Amarillo Utility Contractors in the amount of $169,000. Motion: Move to award bid for Sewer Line Pipe Bursting Project to Amarillo Utility Contractors. Motion by Council Member House, seconded by Council Member Rascon Vote: 5-0. Motion carried.
