Mayor Pro Tern Evan Weiss presided. Members present were Council Members Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Gilbert Garcia -District 3, Gary House -District 4, Daniel Rascon-District 5, and Lorie Rodriguez -District 7. Mayor Charles Starnes was absent. This property is approximately 20.43 acres, divided into 4.95 acres in Tract G and 14.92 acres in Tract F. This property is currently zoned Heavy Industrial (HI). The purpose of this ordinance is to vacate a portion of E. 8th Street. Staff has determined the area requested to be vacated has not been used or maintained by the City of Plainview and recommends vacating the portion of the street. The Planning and Zoning Commission has reviewed and recommends approval of vacating the street. Public Comment: None Motion: Move to approve Ordinance No. 25-3777 Motion by Council Member Garcia, seconded by Council Member Rodriguez Vote: 7-0. Motion carried 6. Resolution Acceotina a Public Riaht-Of-Wav from Louis Drevfus Comoanv Cotton Storage LLC in Tracts F and G of Compress Addition, an Addition to the City of Plainview, Hale County, Texas Being a Replat of Lots 7-8, Block 1, and Lots 3-8, Block 2, A.L. Maupin Addition, and all of Block 10, Nob -Hill Addition, to the City of Plainview, Hale County, Texas as Detailed in the Plat to be Filed with the Hale County Clerk and Generally Located Between Elm Street and Ivy Street (Resolution R25-666) Presenter: Neil Weems, Director of Public Works The applicant has requested to replat an existing property generally located between Elm Street and Ivy Street, and E 7th Street and E 10th Street. This property is approximately 20.43 acres, divided into 4.95 acres in Tract G and 14.92 acres in Tract F. This property is currently zoned Heavy Industrial (HI). The purpose of this resolution is to dedicate the right-of-way for E 9th Street. The right-of-way dedication has been reviewed by staff and recommends the right-of-way acceptance. Consider approving the Letter of Commitment with the Texas Parks and Wildlife Department (TPWD), supporting the $750,000 for the 50/50 match. Presenter: Tim Crosswhite, Capital Improvement Program Manager The grant application will also need a Letter of Commitment for the grant application process. This letter goes along with the resolution demonstrating the support from the city for the 50/50 match of $750,000. Staff recommend approval of the Letter of Commitment with TWDB supporting the $750,000 match for the 50/50 match. Resolution to Conduct a Public Hearing and Designate the City Manager to Act On Behalf of the City Of Plainview, Texas in Communications with the Texas Parks & Wildlife Department for the Purpose of Participating in the Local Park Grant Program for the Proposed Runningwater Draw Park Kidsville Play Structure Located at 3400 W. Fourth, Plainview, Texas 79072; Applying for a Grant in an Amount up to $750,000.00; Certifying that the City of Plainview, Texas is Fully Eligible to Receive Program Assistance and that the City of Plainview's Matching Share will be Readily Available; and Certifying that the Proposed Site is Dedicated for Public Park and Recreation Purposes in Perpetuity (Resolution R25-665) Presenter: Tim Crosswhite, Capital Improvement Program Manager This Resolution is to commit $750,000 for the 50/50 match for the Texas Parks and Wildlife Department Grant. The complete application for the grant is due August 1, 2025. The purpose of this grant is to replace and upgrade the Kidsville Structure at Running Water Draw Park (Regional Park) and to focus on safety and visibility. Staff recommend approval of the Resolution with Texas Parks and Wildlife for a Grant Application Public Comment: None Motion: Move to approve Resolution R25-665 Motion by Council Member Rascon, seconded by Council Member Dickerson Vote: 7-0. Consideration of Public Golf Rates at the Plainview Municipal Golf Course. 31 Presenter: Kristi Aday, Plainview Country Club The new agreement between the City of Plainview and the Plainview Country Club requires that the City Council annually approve the rates charged at the public golf course. The PCC Board of Directors has been undertaking a comprehensive review of all rates at the PCC, both public and private, and recommends updating the public golf rates to be better in line with the market, while remaining competitive. It is unknown when the rates were last adjusted. Furthermore, this is the first time the City Council will consider rates at the PCC under the new contract giving the City Council more oversight on certain portions of the PCC's public operations. The PCC Board of Directors recommends that the City Council adopt the proposed rates for public play at the Plainview Municipal Golf Course. Public Comment: None Motion: Move to accept public golf rates Motion by Council Member House, seconded by Council Member Martinez Vote: 7-0. Motion carried. 10. Convene into executive session pursuant to Texas Government Code § 551.087 to discuss or deliberate regarding an offer of a financial or other incentive to a business prospect that the City seeks to have locate, stay, or expand in or near the territory of the City of Plainview. Economic Development The Council recessed the meeting at 7:49 p.m. The Mayor opened the meeting at 8:11 p.m. 11. Consideration of a Chapter 380 Agreement with HTeaO Moved to approve 380 Agreement with RTJ for construction of HTeaO Motion by Council Member House, seconded by Council Member Martinez Vote: 7-0.
