Mayor Pro Tem Evan Weiss presided. Members present were Council Members Mary Elizabeth Dickerson -District 1, Gilbert Garcia -District 3, Gary House -District 4, Daniel Rascon-District 5, and Lorie Rodriguez -District 7. Mayor Charles Starnes and Council Member Steve Martinez -District 2 were absent. Staff members present were Ted Chancellor -City Manager, Jeff Johnston -Assistant City Manager, Slater Elza-City Attorney, Isauro Gutierrez -Director of IT, Neil Weems -Director of Public Works, Derrick Watson -Chief of Police, Bobby Gipson -Fire Chief, Jason Johnston -Director of Finance, Tim Crosswhite-Capital Improvement Program Manager, Valessa Gutierrez-HR Manager, and Belinda Hinojosa-City Secretary News Media Present: Ellysa Harris, Plainview Herald Guests Present: Tonya Keesee, Israel Flores, Jessica Odem, Susan Blackerby, Cynthia Peterson and Lionel Garcia 1. A Resolution of the City Council of the City of Plainview, Texas Ratifying and Adopting Local Election Register for the Special Election Held on May 31, 2025 and Declarinq the Results of Said Election. (Resolution R25-664) Presenter: Belinda Hinojosa, City Secretary Belinda Hinojosa reviewed the official election results and announced that Gilbert Garcia had received majority vote and was elected to office. Public Comment: None Motion: Move to adopt Resolution R25-664 Motion by Council Member House, seconded by Council Member Rascon Vote: 5-0. Motion carried. 4. Oath of Office — Gilbert Garcia, Council Member District 3 Belinda Hinojosa, City Secretary administered the Oath of Office to Council Member Gilbert Garcia 5. Consent Calendar a) Excused Absences — Mayor Starnes and Council Member Martinez b) Minutes of May 8, 2025, May 13, 2025 and May 22, 2025 City Council Minutes June 10, 2025 Page 1 of 2 Public Comment: None 27 1 Motion: Move to approve Consent Calendar Motion by Council Member Rascon, seconded by Council Member Dickerson Vote: 6 — 0. Motion carried. 6. Chamber of Commerce Annual Report Presenter: Phyllis Wall and Tonya Keesee Presented the Chamber of Commerce Annual Report 7. Unger Memorial Library Annual Report Presenter: Cynthia Peterson, Librarian Present the Library Annual Report 8. Consider SAFE Camp Program Agreement with YMCA Presenter: Ted Chancellor, City Manager This is a one-year agreement with the YMCA for $35,000. Staff recommends the approval of the agreement with the YMCA and the City. Public Comment: None Motion: Move to approve SAFE Camp Program Agreement with YMCA Motion by Council Member House, seconded by Council Member Rodriguez Vote: 6-0. Motion carried. 9.
