202 W. 5th Street, Plainview, Texas.
Mayor Charles Starnes presided. Members present Council Members Mary Elizabeth
Dickerson -District 1, Steve Martinez -District 2, Gilbert Garcia -District 3, Daniel Rascon-
District 5, Evan Weiss -District 6 and Lorie Rodriguez -District 7. Council Member Gary
House -District 4 was absent.
Staff members present were Ted Chancellor -City Manager, Jeff Johnston -Assistant City
Manager, Isauro Gutierrez -Director of Information Technology, Neil Weems -Director of
Public Works, Gabe Carrillo -Police Captain, Bobby Gipson -Fire Chief, Kristi Aday-

Community Action Association, Inc. to the Citizens of the City of Plainview (Resolution
R25-667

SPCAA is asking for the Council's support by passing this Resolution and recognizing the
importance of their agency and the services it provides our community.

5. An Ordinance Abandoning and Closing a Portion of East 8th Street, East of Elm
Street, Within the Perimeter Fence of the Compress Property Located in Tracts F and G
of Compress Addition, an Addition to the City of Plainview, Hale County, Texas Being a
Replat of Lots 7-8, Block 1, and Lots 3-8, Block 2, A.L. Maupin Addition, and all of Block
10, Nob -Hill Addition, to the City of Plainview, Hale County, Texas as Detailed in the Plat
Filed with the Hale County Clerk; Reserving a Utility Easement; Directing the City
Manager to Cause the Official Maps of the City to be Changed Accordingly Pursuant to
Section 311.007 of the Texas Transportation Code; Providing a Savings Clause;
Repealing all Ordinances in Conflict Herewith; Providing for Continuation of Prior Law;
Providing an Effective Date; and Providing for Publication (Ordinance No. 25-3777 —
Second Reading)
Since this is the second of two readings, the Council chose to forego staff briefing and
ask for public comment.

6. A Resolution of the City Council of Plainview, Texas, Authorizing the Mayor of
Plainview, Texas, or Their Designee, to Approve the South Plains Association of
Government's (SPAG), Comprehensive Safety Action Plan (CSAP - Adopted By SPAG
In May 2024), Permitting the City of Plainview to Apply for U.S. Department of
Transportation's Safe Streets and Roads For All (SS4A) Grants. (Resolution R25-668)

In May 2024, the South Plains Association of Governments (SPAG) was awarded
$960,000 through the U.S. Department of Transportation's Safe Streets and Roads for

36 . All (SS4A) grant program. This funding supported an expedited planning process that
included in-depth data analysis of serious and fatal crashes, GIS mapping, public
engagement, and extensive stakeholder outreach to identify priority areas and proposed
safety projects. The resulting draft of SPAG's Comprehensive Safety Action Plan outlines
key strategies to improve transportation safety across the region. Once adopted, this plan
will make all 15 counties and their respective cities within the SPAG region eligible to
apply for SS4A Implementation Grant funding to carry out the safety improvements
identified in the plan. SPCAA is asking for the Council's support by passing this Resolution
and recognizing the importance of their agency and the services it provides our
community.

7. Consider approval of Jacob Martin Architectural Services for Kidsville Playground
Design
Presenter: Tim Crosswhite, Capital Improvement Program Manager
Part of the requirements of the Texas Parks and Wildlife Department grant application is
the selection of an arch itectlengineer through the Request for Qualifications process. On
June 25, 2025, the City of Plainview requested RFQs for the Kidsville Playground Design
Project, and the City received four responses to the RFQ. A team of City representatives
evaluated and scored four firms on July 11, 2025. The firm with the highest ranking was
Jacob Martin.

8. Confirm appointment of Bobi Shaw as Municipal Court Judge
Presenter: Jeff Johnston, Assistant City Manager
Staff recommends the appointment of Bobi Shaw as Municipal Court Judge for a two-
year term beginning July 2025 through July 2027. This position will be part-time. She
will work 15-18 hours a week, not to exceed 1001 hours per year.

Motion: Move to confirm Appointment of Bobi Shaw as Municipal Court Judge
Motion by Mayor Pro Tern Weiss, seconded by Council Member Dickerson
Vote: 7-0. Motion carried.
Belinda Hinojosa, City Secretary administered the Oath of Office to Judge Shaw.
9. Convene into executive session pursuant to Texas Gov't Code § 551.087 to
discuss or deliberate regarding an offer of a financial or other incentive to a business
prospect that the City seeks to have locate, stay, or expand in or near the territory of the
City of Plainview. Economic Development
Mayor recessed the meeting at 7:10 p.m.
The Mayor called the meeting back in open session at 7:29 p.m.
