HomeMy WebLinkAboutCouncil Minutes 10-23-2025The City Council of the City of Plainview met on October 23, 2025, at 11:30 a.m., at City Hall, 202 W. 5th Street, Plainview, Texas. 65 Mayor Charles Starnes presided. Members present Council Members Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Gilbert Garcia -District 3, Gary House - District 4, Daniel Rascon-District 5, Evan Weiss -District 6. and Lorie Rodriguez -District 7. Staff members present were Ted Chancellor -City Manager, Matthew Murray -City Attorney, Jeff Johnston -Assistant City Manager, Neil Weems -Director of Public Works, Derrick Watson -Chief of Police, Seth Stephens -Fire Captain, Tim Crosswhite-Capital Improvement Program Manager, Amber Garcia-HR Manager, and Belinda Hinojosa-City Secretary. 1. Quarterly Investment Report for the period from July 1, 2025 through September 30, 2025 Presenter: Ted Chancellor, City Manager Reviewed the Quarterly Investment Report. Public Comment: None Motion: Move to approve Report. Motion by Mayor Pro Tern Weiss, seconded by Council Member House Vote: 8-0. Motion carried. 5. Consider nominees to the Hale County Appraisal District Board of Directors Presenter: Ted Chancellor, City Manager The Chief Appraiser has provided notice of the nomination process for the Hale County Appraisal District Board of Directors for the 2026-2027 term. Each taxing unit may nominate up to five candidates, with the City of Plainview allocated 774 votes. A minimum of 834 votes is required for placement on the ballot. Nominations must be submitted by November 1, 2025, with ballots distributed by November 15 and votes due by December 15, 2025. This item was previously discussed and is being brought back for additional consideration. Public Comment: None Motion: Move to nominate Susan Blackerby " City. A Resolution of the City Council of the City of Plainview, Texas, Approving the Request for the Plainview Chamber of Commerce to Host the 2025 Chamber of Commerce Christmas Parade; Authorizing the Filing of the Agreement for the Temporary Closure of State Right -of -Way with the Texas Department of Transportation for this Event; Declaring that the Event Services a Public Purpose; and Agreeing to Comply with Regulations. (Resolution R25-682) Presenter: Derrick Watson, Chief of Police This is a resolution approving the request for the Plainview Chamber of Commerce to host the 2025 Christmas Parade and authorizing the filing of an agreement for the temporary closure of State right-of-way, HWY 70 between Date St. and Columbia, with the Texas Department of Transportation. Public Comment: None Motion: Move to adopt Resolution R25-682. Motion by Council Member House, seconded by Council Member Garcia Vote: 8-0. Motion carried. 7. Convene into executive session pursuant to Texas Gov't Code §551.071 to seek advice from legal counsel about pending or contemplated litigation, settlement offers or as required under the Texas Disciplinary Rules of Professional Conduct of the State of Texas when in conflict with Tex.
