Hall, 202 W. 5th Street, Plainview, Texas.
Mayor Charles Starnes presided. Members present Council Members Mary Elizabeth
Dickerson -District 1, Steve Martinez -District 2, Gilbert Garcia -District 3, Daniel Rascon-
District 5, Evan Weiss -District 6, and Lorie Rodriguez -District 7. Council Member Gary
House -District 4 was absent.
Staff members present were Ted Chancellor -City Manager, Matthew Murray -City
Attorney, Isauro Gutierrez -Director of Information Technology, Derrick Watson -Chief of
Police, Bobby Gipson -Fire Chief, Kristi Aday-Economic Development Director, Jason
Johnson -Director of Finance, Amber Garcia-HR Manager, Vannesa Rincon-Budget
Manager and Belinda Hinojosa-City Secretary.
