Mayor Charles Starnes presided. Members present Council Members Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Gilbert Garcia -District 3, Daniel Rascon- District 5, Evan Weiss -District 6, and Lorie Rodriguez -District 7. Council Member Gary House -District 4 was absent. Consider Maximum Proposed Property Tax Rate that can be considered for Fiscal Year 2025-2026 and Schedule Public Hearings Presenter: Ted Chancellor, City Manager The Council is setting the maximum proposed property tax rate that can be considered for the upcoming fiscal year. Consider approval of City of Plainview, Texas participating in the Alvogen, Amneal, Apotex, Hikma, Indivior, Mylan, Sun, and Zydus National Settlements regarding sale and distribution of opioids Presenter: Ted Chancellor, City Manager Nationwide settlement agreements have been reached with eight opioid manufacturers to resolve litigation concerning their role in the opioid crisis. The settlements will provide up to $720 million nationally to abate and remediate the impacts of opioid misuse, with distributions made to participating states and local subdivisions. Texas has elected to participate, making the City of Plainview eligible to opt in. Participation ensures Plainview's eligibility to receive direct settlement funding for treatment, prevention, and community programs tied to opioid response. Subdivisions that do not participate will not receive funding. Staff recommends approval of the City's participation in these settlements Motion: Move to approve participating in National Settlements regarding sale and distribution of opioids Motion by Mayor Pro Tern Weiss, seconded by Council Member Martinez Vote: 7-0. Authorize License Agreement for Regional Park Softball Field Complex with Wayland Baptist University Under the proposed agreement, WBU will continue to pay the City $10,000 annually for use of the softball complex. The agreement is structured for one year, with an option for a one-year renewal, consistent with prior years. In addition to the financial contribution, WBU staff provide light maintenance on the fields, such as raking the infield and chalking the baselines, which reduces the burden on City crews. 47 City Council Minutes August 26, 2025 Page 2 of-4 Staff recommends approval. Motion: Move to approve License Agreement for Regional Park Softball Field Complex with Wayland Baptist University Motion by Mayor Pro Tern Weiss, seconded by Council Member Dickerson Vote: 7-0. Motion carried. 7. A Resolution by the City of Plainview, Texas City Council Electing a Person Qualified to Fill the Vacancy on the Canadian River Municipal Water Authority and Certified by the Mayor. (Resolution R25-670) Presenter: Ted Chancellor, City Manager This Resolution would re -appoint Tyke Dipprey to serve on the CRMWA Board of Directors with a term beginning August 1, 2025, and ending July 31, 2027. Staff recommends approval of Mr. Dipprey's sixth term. Motion: Move to approve appointment of Tyke Dipprey Motion by Mayor Pro Tern Weiss, seconded by Council Member Rascon Vote: 7-0. Authorize Laserfiche Upgrade purchase from MCCi through the BuyBoard Purchasing Cooperative Contract #716-23 Presenter: Isauro Gutierrez, Director of Information Technology The City has used Laserfiche as its official document repository since 2001, with support and licensing transitioned to MCCi in 2012. Over time, the system has expanded to support essential functions such as court records processing with Incode and Brazos integration, electronic agenda submissions, and public online form submissions. The proposed upgrade transitions Laserfiche to a new licensing model, providing approximately 100 additional user licenses, automated record retention, enhanced security, and workflow improvements including a payment gateway and Laserfiche Connector for system integration. This investment supports the City's Strategic Plan goal to leverage technology and serves as a bridge toward a future ERP replacement. Funding is available in the current fiscal year, with ongoing subscription costs included in next year's budget. Staff recommends approval of the Laserfiche upgrade.
