Mayor Charles Starnes presided. Members present Council Members Mary Elizabeth Dickerson -District 1, Gilbert Garcia -District 3, Gary House -District 4, Daniel Rascon- District 5, and Evan Weiss -District 6. Council Members Steve Martinez -District 2, and Lorie Rodriguez -District 7 were absent. Staff members present were Ted Chancellor -City Manager, Matthew Murray -City Attorney, Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information Technology, Neil Weems -Director of Public Works, Derrick Watson -Chief of Police, Bobby Gipson -Fire Chief, Jason Johnson -Director of Finance, Tim Crosswhite-Capital Improvement Program Manager, Christine Lockridge-Communications Manager, Amber Garcia-HR Manager, David Ellis -IT Specialist, and Vannesa Rincon-Budget. Consent Calendar a) Minutes of August 21, 2025 and August 26, 2025 b) Financial Reports Regular Agenda a) Public Hearing on proposed Budget for FY 2025-2026 b) Public Hearing on proposed Property Tax Rate City Council Minutes September 4, 2025 Page 1 of 3 51 c) An Ordinance of the City of Plainview, Texas, Adopting and Approving the Budget for the Fiscal Year Beginning October 1, 2025 and Terminating September 30, 2026, a Classification and Compensation Plan For All Employees, and Making Such Appropriations for each Department, Project and Account; Authorizing the City Manager to Make Certain Transfers of Funds; Providing a Savings Clause; Providing a Severability Clause; Finding and Determining that the Meetings at Which the Ordinance is Passed are Open to the Public as Required by Law; and Providing an Effective Date. (Ordinance No. 25-3778 — First Reading) The proposed budget is available on the City of Plainview website at www.plainviewtx.org and a copy is available for viewing in the City Secretary's office. This budget will raise more total property taxes than last year's budget by $484,495, an increase of 7.053%, and of that amount $72,595 is tax revenue to be raised from new property added to the tax roll this year. Taxpayer Impact Statement THE MEDIAN -VALUED HOMESTEAD PROPERTY FOR TAX YEAR 2025 IS $110,377. BELOW IS A COMPARISON OF THE ESTIMATED STATEMENT OF IMPACT FOR THIS MEDIAN -VALUED HOMESTEAD FOR THE CURRENT FISCAL YEAR COMPARED TO THE CITY OF PLAINVIEW PROPOSED TAX RATE AND THE NO -NEW -REVENUE TAX RATE. Current Tax Proposed Tax No -New -Revenue Rate .7550 Rate .7352 Tax Rate .6945 $833.35 $811.49 $766.57 d) An Ordinance of the City of Plainview, Texas, Setting and Levying the Municipal Ad Valorem Tax Rate for the Year 2025; Apportioning Said Levy Amongst the Various Funds and Items for Which Revenue Must be Raised; Fixing the Times in Which Said Taxes Shall be Paid; Providing for a Penalty, and Interest and any Additional Penalty on Taxes Not Timely Paid; Providing a Savings Clause; Providing a Severability Clause; and Providing an Effective Date. (Ordinance No. 25-3779 — First Reading) e) An Ordinance Amending the Code of Ordinances of the City of Plainview, Texas by Amending Certain Fees, Rates, and Service Charges for Providing Municipal and Governmental Services Found in Appendix A "Master Fee Schedule" and Amending Chapter 13 "Utilities," Article 13.02 "Rates and Charges" by Adding a New Section 13.02.013 "Water Meter City Council Minutes September 4, 2025 Page 2 of 3 52 Tampering or Damage" Establishing Fees for Disconnecting or Damaging a Water Meter; Providing for a Penalty not to Exceed $500.00 for Each Offense; Providing an Effective Date; Providing a Savings Clause; Providing a Repealer and Providing for Publication. (Ordinance No. 25- 3780 — First Reading) f) An Ordinance of the City of Plainview Amending Ordinance No. 24-3766 To Appropriate Funds in the General Fund and Various Revenue and Capital Funds Pursuant to Section 5.07 (A) And (D) of the Plainview City Charter Allowing for Supplemental Appropriations in the 2024-2025 Budget; Providing a Savings Clause; Providing a Severability Clause; and Providing an Effective Date.
