Hall, 202 W. 5ch Street, Plainview, Texas.
Mayor Charles Starnes presided. Members present Council Members Mary Elizabeth
Dickerson -District 1, Gilbert Garcia -District 3, Gary House -District 4, Daniel Rascon-
District 5, and Evan Weiss -District 6. Council Members Steve Martinez -District 2, and
Lorie Rodriguez -District 7 were absent.
Staff members present were Ted Chancellor -City Manager, Matthew Murray -City
Attorney, Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information
Technology, Neil Weems -Director of Public Works, Derrick Watson -Chief of Police,
Bobby Gipson -Fire Chief, Jason Johnson -Director of Finance, Tim Crosswhite-Capital
Improvement Program Manager, Christine Lockridge-Communications Manager, Amber
Garcia-HR Manager, David Ellis -IT Specialist, and Vannesa Rincon-Budget.

operation of the Summit at Central Village Apartments, located at 910 W. 28th Street, by
TXCVA, LP, and the associated provisions of Chapter 394 of the Texas Local
Government Code relating to Housing Finance Corporations.

Budget for the Fiscal Year Beginning October 1, 2025 and Terminating
September 30, 2026, a Classification and Compensation Plan For All
Employees, and Making Such Appropriations for each Department, Project
and Account; Authorizing the City Manager to Make Certain Transfers of
Funds; Providing a Savings Clause; Providing a Severability Clause;
Finding and Determining that the Meetings at Which the Ordinance is
Passed are Open to the Public as Required by Law; and Providing an

The proposed budget is available on the City of Plainview website at
www.plainviewtx.org and a copy is available for viewing in the City
Secretary's office.
This budget will raise more total property taxes
than last year's budget by $484,495, an
increase of 7.053%, and of that amount $72,595
is tax revenue to be raised from new property
added to the tax roll this year.
Taxpayer Impact Statement
THE MEDIAN -VALUED HOMESTEAD PROPERTY FOR TAX YEAR 2025
IS $110,377. BELOW IS A COMPARISON OF THE ESTIMATED
STATEMENT OF IMPACT FOR THIS MEDIAN -VALUED HOMESTEAD
FOR THE CURRENT FISCAL YEAR COMPARED TO THE CITY OF
PLAINVIEW PROPOSED TAX RATE AND THE NO -NEW -REVENUE TAX
RATE.

d) An Ordinance of the City of Plainview, Texas, Setting and Levying the
Municipal Ad Valorem Tax Rate for the Year 2025; Apportioning Said Levy

Fixing the Times in Which Said Taxes Shall be Paid; Providing for a Penalty,
and Interest and any Additional Penalty on Taxes Not Timely Paid;
Providing a Savings Clause; Providing a Severability Clause; and Providing

e) An Ordinance Amending the Code of Ordinances of the City of Plainview,

"Rates and Charges" by Adding a New Section 13.02.013 "Water Meter

f) An Ordinance of the City of Plainview Amending Ordinance No. 24-3766 To
Appropriate Funds in the General Fund and Various Revenue and Capital
Funds Pursuant to Section 5.07 (A) And (D) of the Plainview City Charter
Allowing for Supplemental Appropriations in the 2024-2025 Budget;
Providing a Savings Clause; Providing a Severability Clause; and Providing
