Mayor Charles Starnes presided. Members present Council Members Mary Elizabeth
Dickerson -District 1, Steve Martinez -District 2, Gilbert Garcia -District 3, Gary House -
District 4, Daniel Rascon-District 5, Evan Weiss -District 6, and Lorie Rodriguez -District 7.
Staff members present were Ted Chancellor -City Manager, Jeff Johnston -Assistant City
Manager, Matthew Murray -City Attorney, Isauro Gutierrez -Director of Information
Technology, Neil Weems -Director of Public Works, Derrick Watson -Chief of Police,

4. Public Hearing on proposed Budget for FY 2025-2026
Mayor Starnes opened the public hearing.
There was no public comment.
Mayor Starnes closed the public hearing at 6:40 p.m.
A vote on the first reading of the Ordinance to adopt the budget will be held today.
A vote on the second and final reading of the Ordinance to adopt the budget will be held

A vote on the first reading of the Ordinance to adopt the proposed tax rate will be held
today.
A vote on the second and final reading of the Ordinance to adopt the proposed tax rate
will be held on September 23, 2025 at 6:30 p.m. In the Council Chambers, 202 W. 5cn
6. An Ordinance of the City of Plainview, Texas, Adopting and Approving the Budget
for the Fiscal Year Beginning October 1, 2025 and Terminating September 30, 2026, a
Classification and Compensation Plan For All Employees, and Making Such
Appropriations for each Department, Project and Account; Authorizing the City Manager
to Make Certain Transfers of Funds; Providing a Savings Clause; Providing a Severability
Clause; Finding and Determining that the Meetings at Which the Ordinance is Passed are
Open to the Public as Required by Law; and Providing an Effective Date. (Ordinance No.
25-3778 — First Readina)
The proposed budget is available on the City of Plainview website at
www.plainviewtx.org and a copy is available for viewing in the City Secretary's
office.
This budget will raise more total property taxes
than last year's budget by $484,495, an increase of
7.053%, and of that amount $72,595 is tax revenue
to be raised from new property added to the tax roll
this year.
Taxpayer Impact Statement
THE MEDIAN -VALUED HOMESTEAD PROPERTY FOR TAX YEAR 2025 IS $110,377.
BELOW IS A COMPARISON OF THE ESTIMATED STATEMENT OF IMPACT FOR
THIS MEDIAN -VALUED HOMESTEAD FOR THE CURRENT FISCAL YEAR
COMPARED TO THE CITY OF PLAINVIEW PROPOSED TAX RATE AND THE NO -
NEW -REVENUE TAX RATE.

Ad Valorem Tax Rate for the Year 2025; Apportioning Said Levy Amongst the Various
Funds and Items for Which Revenue Must be Raised; Fixing the Times in Which Said
Taxes Shall be Paid; Providing for a Penalty, and Interest and any Additional Penalty on
Taxes Not Timely Paid; Providing a Savings Clause; Providing a Severability Clause; and
Providina an Effective Date. (Ordinance No. 25-3779 — First Readina)

This Ordinance would adopt the tax rate for the year 2025
Public Comment: None
Motion: move that the property tax rate be increased by the adoption of a tax rate of
$0.7352 per $100 valuation, which is effectively a 5.87 percent increase in the tax rate.

by Amending Certain Fees, Rates, and Service Charges for Providing Municipal and
Governmental Services Found in Appendix A "Master Fee Schedule" and Amending
Chapter 13 "Utilities," Article 13.02 "Rates and Charges" by Adding a New Section
13.02.013 "Water Meter Tampering or Damage" Establishing Fees for Disconnecting or
Damaging a Water Meter; Providing for a Penalty not to Exceed $500.00 for Each
Offense, Providing an Effective Date; Providing a Savings Clause; Providing a Repealer
and Providing for Publication. (Ordinance No. 25-3780 — First Reading)

Supplemental Appropriations in the 2024-2025 Budget; Providing a Savings Clause;
Providina a Severabilitv Clause: and Providina an Effective Date. (Ordinance No. 25-
3781 — First Reading)

Staff recommends approval of Ordinance adopting budget amendments.
