Mayor Charles Starnes presided. Members present Council Members Mary Elizabeth
Dickerson -District 1, Steve Martinez -District 2, Gilbert Garcia -District 3, Gary House -
District 4, Daniel Rascon-District 5, Evan Weiss -District 6, and Lorie Rodriguez -District 7.

for the Fiscal Year Beginning October 1, 2025 and Terminating September 30, 2026, a
Classification and Compensation Plan For All Employees, and Making Such
Appropriations for each Department, Proiect and Account; Authorizing the City Manager
to Make Certain Transfers of Funds; Providing a Savings Clause; Providing a Severability
Clause; Finding and Determining that the Meetings at Which the Ordinance is Passed are
Open to the Public as Required by Law: and Providina an Effective Date. (Ordinance No.
25-3778 — Second Readin
The proposed budget is available on the City of Plainview website at
www.plainviewtx.org and a copy is available for viewing in the City
Secretary's office.

58 This budget will raise more total property taxes
than last year's budget by $484,495, an increase of
7.053%, and of that amount $72,595 is tax revenue
to be raised from new property added to the tax roll
this year.

5. An action to ratify the Property Tax Increase Reflected in the FY 2026 Budget

Local Government Code 102.007(c) requires the City Council to take a separate vote to
ratify an increase in property tax revenue collected in a Proposed Budget.
Public Comment: None
Motion: Move to ratify the property tax increase reflected in the budget for Fiscal Year
2026 Budget.
Motion by Mayor Pro Tern Weiss, seconded by Council Member Rascon. Motion carried
by unanimous vote.
6. An Ordinance of the City of Plainview, Texas, Setting and Levying the Municipal
Ad Valorem Tax Rate for the Year 2025; Apportioning Said Levy Amongst the Various
Funds and Items for Which Revenue Must be Raised; Fixing the Times in Which Said
Taxes Shall be Paid; Providing for a Penalty, and Interest and any Additional Penalty on
Taxes Not Timely Paid; Providing a Savings Clause; Providing a Severability Clause; and
Providing an Effective Date. (Ordinance No. 25-3779 — Second Reading)

This Ordinance would adopt the tax rate for the year 2025

Motion: move that the property tax rate be increased by the adoption of a tax rate of
$0.7352 per $100 valuation, which is effectively a 5.87 percent increase in the tax rate.

7. An Ordinance Amendina the Code of Ordinances of the Citv of Plainview. Texas
by Amending Certain Fees, Rates, and Service Charges for Providing Municipal and
Governmental Services Found in Appendix A "Master Fee Schedule" and Amending
Chapter 13 "Utilities," Article 13.02 "Rates and Charges" by Adding a New Section
13.02.013 "Water Meter Tampering or Damage" Establishing Fees for Disconnecting or
Damaging a Water Meter; Providing for a Penalty not to Exceed $500.00 for Each

8. An Ordinance of the City of Plainview Amending Ordinance No. 24-3766 To
Appropriate Funds in the General Fund and Various Revenue and Capital Funds
Pursuant to Section 5.07 (A) And (D) of the Plainview City Charter Allowing for
Supplemental Appropriations in the 2024-2025 Budget; Providing a Savings Clause;
Providing a Severability Clause; and Providing an Effective Date. (Ordinance No. 25-
3781 — Second Reading)

9. Consider Award of Competitive Sealed Proposals for the Sand Filter Recondition
Project and authorize the Mayor to sign the necessary documents.
Presenter: Tim Crosswhite, Capital Improvement Program Manager
The Water Treatment Sand Filter is the final stage of water treatment and is a CIP-
scheduled on the 2024-2025 budget. It is identified in our 2020 Water Assessment as a
priority for replacement. The City had four proposals on the project, with the lowest being
Brown -McKee from Lubbock. The engineers and staff reviewed the proposals and
scored them based on weighted criteria: 60% price, 10% Construction time, 25%
Experience, and 5% Superintendent experience. Staff recommends Brown -McKee for
the Sand Filter Recondition Project in the amount of $1,493,410.40 and $150,000
contingency and authorize the mayor to sign the necessary documents.

10. Authorize City Manager to sign Aerial Mosquito Spray Contract between the City
of Plainview and Vector Disease Control International and authorize City Manager to sign
Interlocal agreement between the City of Plainview and other neighboring cities related
to Aerial Spraying.
Presenter: Tim Crosswhite, Capital Improvement Program Manager
In 2018, the City entered a contract with Vector Disease Control International (VDCI) for
mosquito spraying. That agreement has since lapsed, and staff is bringing forward an
updated contract for Council consideration. If ground spraying proves ineffective, aerial
application provides another option. VDCI's cost is $1.98 per acre, or $1.75 per acre for
applications covering more than 15,000 acres. There is no cost to the City if aerial
spraying is not required. VDCI requires a minimum of 10,000 acres for an aerial mission.
Plainview meets the threshold but surrounding cities do not. This interlocal agreement
allows those smaller municipalities to access our contract, pool acreage, and participate
in aerial spraying as needed. Each city will be billed directly by VDCI, with no funds
passing through Plainview.
Staff recommends authorizing the City Manager to sign the Aerial Mosquito Spray
Contract with VDCI and to execute an interlocal agreement with participating cities for
aerial spraying services.

11. A Resolution Approving the Exercise of Power and Operation of the Summit at
Central Village Apartments Located at 910 W. 28th Street By TXCVA, LP, a Housing
Finance Corporation, Within the Jurisdictional Boundaries of the City of Plainview, Texas
(Resolution R25-681)
Presenter: Ted Chancellor, City Manager
The Summit at Central Village Apartments, located at 910 W. 28th Street, is a federally
supported Project Based Section 8 property operated by TXCVA, LP. Since acquiring
the property in 2022, TXCVA has invested in significant rehabilitation efforts, supported
by a Fannie Mae loan contingent on maintaining a full property tax exemption and a $5
million HUD Green and Resilient Retrofit Program award. The 89th Texas Legislature
amended Chapter 394 of the Texas Local Government Code to require local approval for

62 exemptions previously authorized through Housing Finance Corporations. Without City
Council action ratifying and consenting to TXCVA's ongoing authority under Chapter 394,
the property risks loan default and loss of federal rehabilitation funding.
The proposed resolution affirms TXCVA's ownership and operation of the property,
recognizes the public benefit of improved living conditions and affordability for all 84 units
at or below 50% AMI, and authorizes continued use of Housing Finance Corporation
powers.

City of Plainview.
