Hall, 202 W. 5tn Street, Plainview, Texas.

Mayor Charles Starnes presided. Members present Council Members Steve Martinez -
District 2, Gilbert Garcia -District 3, Gary House -District 4, Daniel Rascon-District 5, and
Evan Weiss -District 6. Council Members Mary Elizabeth Dickerson -District 1 and Lorie
Rodriguez -District 7 were absent.
Staff members present were Ted Chancellor -City Manager, Matthew Murray -City
Attorney, Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information
Technology, Neil Weems -Director of Public Works, Derrick Watson -Chief of Police,
Bobby Gipson -Fire Chief, Kristi Aday-Director of Economic Development, Tim
Crosswhite-Capital Improvement Program Manager, Amber Garcia-HR Manager, David
Ellis -Information Technology Specialist and Belinda Hinojosa-City Secretary.

Reviewed the health insurance and dental insurance proposals
5. Discussion on AT&T Cell Tower Use at Utica Street Park
Discussed AT&T's request to lease space on the Utica Street Park water tower for
wireless equipment.
6. Consider nominees to the Hale County Appraisal District Board of Directors
Presenter: Ted Chancellor, City Manager
The Chief Appraiser has provided notice of the nomination process for the Hale County
Appraisal District Board of Directors for the 2026-2027 term. Each taxing unit may
nominate up to five candidates, with the City of Plainview allocated 774 votes. A minimum
of 834 votes is required for placement on the ballot. Nominations must be submitted by
November 1, 2025, with ballots distributed by November 15 and votes due by December
15, 2025.
This item is being postponed until the October 23rd meeting.
