A RESOLUTION SUPPORTING IMPROVEMENTS TO THE PLAINVIEW—
HALE COUNTY AIRPORT; COMMITTING ADDITIONAL FUNDS FROM
THE CITY OF PLAINVIEW, TEXAS IN AN AMOUNT NOT TO EXCEED
$2,750,000 FOR THE AIRPORT TERMINAL PROJECT,
SUPPLEMENTAL TO PREVIOUSLY AUTHORIZED LOCAL
CONTRIBUTIONS; AUTHORIZING AND DIRECTING THE CITY
MANAGER TO EXECUTE ALL CONTRACTS AND AGREEMENTS
NECESSARY FOR THE PROJECT; AND NAMING THE TEXAS
DEPARTMENT OF TRANSPORTATION AS THE AGENT FOR THE CITY
OF PLAINVIEW, TEXAS FOR THE PURPOSES OF APPLYING FOR,
RECEIVING, AND DISBURSING ELIGIBLE STATE AND FEDERAL
FUNDS AND FOR THE ADMINISTRATION OF ALL NECESSARY
CONTRACTS AND AGREEMENTS
WHEREAS, the City Council of the City of Plainview, Texas (the "City"), as a home -
rule municipality and pursuant to the Constitution and laws of the State of Texas,
recognizes the Plainview —Hale County Airport (the "Airport") as a critical component of
the City's transportation infrastructure and economic development strategy; and
WHEREAS, the City intends to make certain improvements to the Airport, including
through a terminal building, terminal apron, and fuel cell relocation project; and
WHEREAS, the City intends to request financial assistance from the Texas
Department of Transportation for these improvements; and
WHEREAS, the total Project costs are currently estimated to be approximately
$6,152,773, and the City will commit up to Two Million Seven Hundred Fifty Thousand
Dollars ($2,750,000.00) toward the Project, supplemental to previously authorized local
contributions; and
WHEREAS, the City desires to designate the Texas Department of Transportation
as its agent for the purposes of applying for, receiving, and disbursing eligible state and
federal funds for the Project and for the administration of contracts necessary for the
implementation of the Project.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Plainview, Texas that:
1. Ted Chancellor, as City Manager, is authorized and directed to execute on
behalf of the City, at the appropriate time, and with the appropriate authorizations of the
City Council of the City of Plainview, Texas, all contracts and agreements with the State
of Texas, represented by the Texas Department of Transportation, and such other parties
as shall be necessary and appropriate for the implementation of the improvements to
Airport; and

2. The City Council of the City of Plainview, Texas expresses its support and
acceptance of the project herein described and its commitment to make such
improvements to the Airport; and
3. The City Council acknowledges and affirms that the City of Plainview's total
financial participation in the Project shall not exceed $2,750,000.00, which includes the
previously authorized $1,250,000 and an additional $1,500,000 in City funds, subject to
the availability of appropriated funds; and
4. The City Council designates the Texas Department of Transportation as the
City's agent for the purpose of applying for, receiving, and disbursing eligible state and
federal funds for the Project and for administering contracts necessary for its
implementation.
