Hall, 202 W. 5t" Street, Plainview, Texas.
Mayor Charles Starnes presided. Members present Council Members Mary Elizabeth
Dickerson -District 1, Steve Martinez -District 2, Gilbert Garcia -District 3, Gary House -
District 4, and Daniel Rascon-District 5. Mayor Pro Tern Evan Weiss -District 6 and
Council Member Lorie Rodriguez -District 7 were absent.
Staff members present were Ted Chancellor -City Manager, Matthew Murray -City
Attorney, Jeff Johnston -Assistant City Manager, David Ellis -Interim Director of
Information Technology, Neil Weems -Director of Public Works, Derrick Watson -Chief of
Police, Bobby Gipson -Fire Chief, Kristi Aday-Economic Development Director, Jason

Reviewed the agenda for the November 11, 2025 Council meeting.
Consent Calendar
a) Minutes of September 18, 2025, September 23, 2025, October 9, 2025 and
October 23, 2025
Regular Agenda
a) A Resolution approving the execution of a Tax Abatement Agreement with
Walmart Inc. and its subsidiary Walmart Stores East LP for the partial abatement
of personal property taxes associated with their modernization project at the
Walmart Distribution Center (Resolution R25-683)
b) A Resolution approving the execution of a Chapter 380 Economic Development
Program Agreement with Walmart Inc. and its subsidiary Walmart Stores East LP
for a grant in the amount of $1,696,598 and a sales tax reimbursement in the
amount of $4.2 million paid over a 10-year period and authorizing the acceptance
of $5.6 million from Walmart for the reconstruction of Quincy Street (Resolution
R25-684)
c) Authorize the Purchase of Dozer through BuyBoard
d) Authorize the Purchase of Solid Waste Side Load Refuse Truck through the H-
GAC.

68 e) A Resolution of the City of Plainview, City Council Authorizing the Filing of a Grant
Application with the Office of the Governor, Criminal Justice Division through the
South Plains Association of Governments for Bullet -Resistant Components for
Law Enforcement Vehicles; Authorizing the Mayor and/or City Manager to Act on
Behalf of the City of Plainview in all Matters Related to the Application; and
Agreeing to Comply with the Terms and Conditions of the Grant if Awarded.

5. Convene into executive session pursuant to Texas Gov't Code &551.0711 to seek
advice from legal counsel about pending or contemplated litigation, settlement offers or
as required under the Texas Disciplinary Rules of Professional Conduct of the State of
Texas when in conflict with Tex. Gov't Code Chapter 551. Canadian River Municipal
Water Authorit
6. Convene into executive session pursuant to Texas Gov't Code § 551.087 to
discuss or deliberate regarding an offer of a financial or other incentive to a business
prospect that the City seeks to have locate, stay, or expand in or near the territory of the
City of Plainview.
The meeting was recessed at 11:48 a.m.
