Mayor Charles Starnes presided. Members present Council Members Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Gilbert Garcia -District 3, Gary House - District 4, Daniel Rascon-District 5, and Lorie Rodriguez -District 7. Mayor Pro Tern Evan Weiss -District 6 was absent. Motion carried. 4. A Resolution approving the execution of a Tax Abatement Agreement with Walmart Inc. and its subsidiary Walmart Stores East LP for the partial abatement of Personal property taxes associated with their modernization project at the Walmart Distribution Center (Resolution R25-683) Presenter: Kristi Aday, Economic Development Director and Greg Norman The Walmart Distribution Center has been a cornerstone of Plainview's economy since 1986, supporting thousands of jobs and reinforcing the City's position as a logistics hub along the 1-27 corridor. Walmart is investing approximately $414 million in modernization—$288 million in new material -handling equipment and $126 million in City Council Minutes November 11, 2025 Page 1 of 4 70 facility upgrades —to ensure the Plainview facility remains competitive within its national network. To support this reinvestment, the City and Walmart have negotiated a Chapter 312 Tax Abatement Agreement in conjunction with a Chapter 380 Economic Development Program Agreement. Staff recommends approval of Resolution R25-683 as presented. A Resolution approving the execution of a Chapter 380 Economic Development Program Agreement with Walmart Inc. and its subsidiary Walmart Stores East LP for a grant in the amount of $1,696,598 and a sales tax reimbursement in the amount of $4.2 million paid over a 10-year period and authorizing the acceptance of $5.6 million from Walmart for the reconstruction of Quincy Street (Resolution R25-684) Presenter: Kristi Aday, Economic Development Director Public Comment: None The City and Walmart have negotiated a Chapter 380 Economic Development Program Agreement, in conjunction with the 312 Abatement, to encourage continued local investment and infrastructure improvements. Staff recommends approval. Motion: Move to approve Resolution R25-684 Motion by Council Member Rascon, seconded by Council Member Rodriguez Vote: 7-0. Motion carried. 6. Authorize the Purchase of Dozer through BuyBoard Presenter: Brocke Lively, Landfill Superintendent This item authorizes the purchase of a 2026 Komatsu D71 dozer for the Solid Waste Department, replacing a 2014 Cat D6T dozer. The new unit is quoted at $496,500, with a trade-in value of $97,000 for the existing dozer, resulting in a net purchase price of $399,500. Presenter: Brocke Lively, Landfill Superintendent This item authorizes the purchase of a 2026 Mack chassis with a KANN Commercial Sideloader body for the Solid Waste Department, replacing a 2015 Freightliner with a PacMor body on the residential route. The unit is quoted at $338,095.54 and was budgeted in the FY 2025-2026 Solid Waste Management System Improvement Fund (Account 013-13-6806) for $380,000.00. Public Comment: None Motion: Move to authorize purchase of Solid Waste side load refuse truck through H- GAC Motion by Council Member Rascon, seconded by Council Member Rodriguez Vote: 7-0. Motion carried. 8. A Resolution of the City of Plainview, City Council Authorizing the Filing of a Grant Application with the Office of the Governor, Criminal Justice Division through the South Plains Association of Governments for Bullet -Resistant Components for Law Enforcement Vehicles; Authorizing the Mayor and/or City Manager to Act on Behalf of the City of Plainview in all Matters Related to the Application; and Agreeing to Comply with the Terms and Conditions of the Grant if Awarded. (Resolution R25-685) Presenter: Derrick Watson, Chief of Police Section 772.013(b) of the Texas Government Code authorizes the Office of the Governor's Criminal Justice Division to administer a grant program providing financial assistance to law enforcement agencies for the purchase and installation of bullet - resistant components for motor vehicles used by peace officers. The Plainview Police Department is requesting grant funding for approximately $40,000 to purchase and install bullet -resistant windshields, side windows, rear windows, and door panels for four patrol vehicles. This equipment will supplement the three vehicles already authorized in the current budget for protective upgrades. Staff recommends approval of Resolution R25-685 in support of submitting the grant application for bullet -resistant vehicle components.
