The City Council of the City of Plainview met on November 20, 2025, at 11:30 a.m., at
City Hall, 202 W. 5th Street, Plainview, Texas.
Mayor Charles Starnes presided. Members present Council Members Mary Elizabeth
Dickerson -District 1, Steve Martinez -District 2, Gilbert Garcia -District 3, Gary House -
District 4, and Daniel Rascon-District 5. Mayor Pro Tem Evan Weiss -District 6 and
Council Member Lorie Rodriguez -District 7 were absent.
Staff members present were Ted Chancellor -City Manager, Matthew Murray -City
Attorney, Jeff Johnston -Assistant City Manager, David Ellis -Interim Director of
Information Technology, Neil Weems -Director of Public Works, Derrick Watson -Chief of
Police, Bobby Gipson -Fire Chief, Kristi Aday-Economic Development Director, Jason
Johnson -Director of Finance, Christine Lockridge-Communications Manager, Amber
Garcia-HR Manager, Brock Lively -Landfill Superintendent and Belinda Hinojosa-City
Secretary
