Hall, 202 W. 5th Street, Plainview, Texas.
Mayor Charles Starnes presided. Members present Council Members Steve Martinez -
District 2, Gilbert Garcia -District 3, Mayor Pro Tern Evan Weiss -District 6 and Lorie
Rodriguez -District 7. Council Member Mary Elizabeth Dickerson -District 1, Gary House -
District 4, and Daniel Rascon-District 5 were absent.
Staff members present were Ted Chancellor -City Manager, Bryan Guymon -City Attorney
(via Teams Meeting), Jeff Johnston -Assistant City Manager, David Ellis -Interim Director
of Information Technology, Neil Weems -Director of Public Works, Derrick Watson -Chief
of Police, Bobby Gipson -Fire Chief, Kristi Aday-Economic Development Director, Jason
Johnson -Director of Finance, Amber Garcia-HR Manager, and Belinda Hinojosa-City

4. End of Year Financial Review
Presenter: Jason Johnson, Director of Finance
Reviewed the end of year financials.
5. Discussion on City Mission and Vision Statement
Presenter: Ted Chancellor, City Manager
Briefly review the City's mission and vision statement.
6. Sports Complex follow up discussion
Presenter: Ted Chancellor, City Manager and Jason Boudrie
Staff discussed Synergy Sports presentation on the proposed Sports Complex concept
and discussed next steps.
7. Presentation and discussion regarding the new Statewide Emergency
Management Assistance Teams (TEMAT) Memorandum of Understanding (MOU) issued
by the Texas Division of Emergency Management (TDEM).
TDEM has issued a new Memorandum of Understanding (MOU) for the Statewide
Emergency Management Assistance Teams (TEMAT) program. Staff has reviewed the
updated MOU and is evaluating how participation may affect Plainview's operational
readiness, deployment expectations, and emergency management coordination. This
agenda item will provide the Council with an overview of the program, outline key changes

introduced in the new MOU, and allow for discussion and direction on whether the City 75
should pursue participation moving forward.
8. Review of City Council agenda items for December 9, 2025
Presenter: Ted Chancellor, City Manager
The Council and staff reviewed the agenda items for the December 9, 2025 meeting
9. Convene into executive session pursuant to Texas Gov't Code 4 551.087 to
discuss or deliberate regarding an offer of a financial or other incentive to a business
prospect that the City seeks to have locate, stay, or expand in or near the territory of the
City of Plainview.
10. Convene into executive session pursuant to Texas Gov't Code §551.071 to seek
advice from legal counsel about pending or contemplated litigation, settlement offers or
as required under the Texas Disciplinary Rules of Professional Conduct of the State of
Texas when in conflict with Tex. Gov't Code Chapter 551. USA Management LLC
The Mayor recessed the meeting at 12:22 p.m.
The Mayor called the meeting back in open session at 12:55 p.m.
