HomeMy WebLinkAboutCouncil Minutes 12-09-202576 The City Council of the City of Plainview met on December 9, 2025, at 6:30 p.m., at City Hall, 202 W. 5th Street, Plainview, Texas. Mayor Charles Starnes presided. Members present Council Members Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Gilbert Garcia -District 3, Gary House - District 4, Daniel Rascon-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District 7. Staff members present were Ted Chancellor -City Manager, Jeff Johnston -Assistant City Manager, Matthew Murray -City Attorney, David Ellis -Interim Director of Information Technology, Neil Weems -Director of Public Works, Derrick Watson -Chief of Police, Jason Johnson -Director of Finance, Tim Crosswhite-Capital Improvement Program Manager, Christine Lockridge-Communications Manager, and Belinda Hinojosa-City Secretary. Consent Calendar a) Excused Absences b) Minutes of November 6, 2025, November 11, 2025 and November 20, 2025 c) Appointment of Dr. Sergio Lara as the Local Health Authority for the Plainview -Hale County Health District for a term beginning December 14, 2025 through December 13, 2027 d) Authorize Jason Johnson, Director of Finance as account administrator for the City's Wells Fargo credit card and remove former employee as account administrator. Public Comment: None Motion: Move to approve Consent Calendar Motion by Council Member Rascon, seconded by Council Member Martinez Vote: 8 — 0. Motion carried. 4. A Resolution of the City Council of the City of Plainview, Texas, Casting Votes for the Hale County Appraisal District Board of Directors. (Resolution R25-686) Presenter: Ted Chancellor, City Manager The Hale County Appraisal District is a political subdivision of the State of Texas created by the Legislature to appraise property, prepare assessments, and support tax City Council Minutes December 9, 2025 Page 1 of 3 77 collection for the taxing entities within Hale County. The District is governed by a Board of Directors elected by the participating jurisdictions. Earlier this fall, the City Council nominated Susan Blackerby to serve on the Hale County Appraisal District Board of Directors, as reflected in the communication submitted to the Chief Appraiser. The District has now issued the official ballot requiring each taxing entity to cast its votes through an adopted Resolution. Public Comment: None Motion: Move to approve Resolution R25-686 Motion by Council Member House, seconded by Council Member Dickerson 5. Authorize the purchase of a TYMCO Model 600 Sweeper through the BuyBoard Cooperative Presenter: Neil Weems, Director of Public Works Public Comment: None This item authorizes the purchase of a TYMCO Model 600 Sweeper for the Streets department. This unit is quoted at $392,503.20 and was budgeted in the FY 2025- 2026 Street Cleaning Equipment replacement fund (010-11-6502) for $425,000. Motion: Move to authorize the purchase of TYMCO Model 600 Sweeper in the amount of $392,503.20 Motion by Mayor Pro Tern Weiss, seconded by Council Member Rascon Vote: 8-0. Motion carried. 6. Confirmation of City Manager's Appointment to the position of Director of Information Technology Presenter: Ted Chancellor, City Manager Staff is requesting Council to confirm the hiring of David Ellis as Director of Information Technology. Public Comment: None Motion: Move to confirm the City Manager's appointment of David Ellis to the position of Director of Information Technology.
