City Hall, 202 W. 5t" Street, Plainview, Texas.
Mayor Charles Starnes presided. Members present Council Members Mary Elizabeth
Dickerson -District 1, Steve Martinez -District 2, Gilbert Garcia -District 3, Gary House -
District 4, Daniel Rascon-District 5, and Evan Weiss -District 6 Council Member Lorie
Rodriguez -District 7 was absent.
Staff members present were Ted Chancellor -City Manager, Jeff Johnston -Assistant City
Manager, Matthew Murray -City Attorney, David Ellis -Director of Information Technology,
Neil Weems -Director of Public Works, Derrick Watson -Chief of Police, Bobby Gipson,
Fire Chief, Tim Crosswhite-Capital Improvement Program Manager, Amber Garcia-HR
Manager, Christine Lockridge-Communications Manager, Vannesa Rincon-Assistant
Director of Finance, and Belinda Hinojosa-City Secretary.

4. Convene into executive session pursuant to Texas Gov't Code §551.071 to seek
advice from legal counsel about pending or contemplated litigation, settlement offers or
as required under the Texas Disciplinary Rules of Professional Conduct of the State of
Texas when in conflict with Tex. Gov't Code Chapter 551 and pursuant to Texas Gov't
Code § 551.072 to deliberate the purchase, exchange, lease, or value of real property

Mayor Starnes called the meeting back in open session at 12:18 p.m.
5. A Resolution Supporting Improvements to the Plainview —Hale County Airport;
Committing Additional Funds from the City of Plainview, Texas in an Amount not to
Exceed $2,750,000 for the Airport Terminal Project, Supplemental to Previously
Authorized Local Contributions; Authorizing and Directing the City Manager to Execute
all Contracts and Agreements Necessary for the Project; and Naming the Texas
Department of Transportation as the Agent for the City of Plainview, Texas for the
Purposes of Applying for, Receiving, and Disbursing Eligible State and Federal Funds
and for the Administration of all Necessary Contracts and Agreements (Resolution R25-

80 The Plainview —Hale County Airport is a jointly owned and operated facility that serves as
a critical component of the City's transportation infrastructure and economic development
strategy. The airport supports general aviation activity, business travel, emergency
services, agricultural operations, and regional connectivity for the community and
surrounding area.
This resolution would formalize the City's full local funding commitment for the airport
terminal project, supplemental to the previously authorized joint City —County contribution.
The resolution further authorizes and directs the City Manager to execute all contracts
and agreements necessary for the implementation of the project and designates the
Texas Department of Transportation as the City's agent for the purposes of applying for,
receiving, and disbursing eligible state and federal funds and administering all associated
contracts and agreements.

John Tye — Airport is behind this.
Judge Mull — County will meet on December 29th to discuss.

Motion: Move to adopt Resolution R25-687
Motion by Mayor Pro Tern Weiss, seconded by Council Member Martinez
Vote: 8-0. Motion carried.
