A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PLAINVIEW, TEXAS AUTHORIZING THE FILING OF A GRANT
APPLICATION WITH THE SOUTH PLAINS ASSOCIATION OF
GOVERNMENTS FOR A TEXAS COMMISSION ON
ENVIRONMENTAL QUALITY REGIONAL SOLID WASTE PROGRAM
GRANT FOR A RECYCLING MASCOT FOR EDUCATION AND
PROMOTION OF RECYCLING EFFORTS IN AN AMOUNT NOT TO
EXCEED $12,000.00; DECLARING THAT SUCH ACTION SERVES A
PUBLIC PURPOSE; AUTHORIZING THE CITY MANAGER TO ACT
ON BEHALF OF THE CITY OF PLAINVIEW IN ALL MATTERS
RELATED TO THE APPLICATION; AND AGREEING TO COMPLY
WITH THE GRANT REQUIREMENTS OF THE SOUTH PLAINS
ASSOCIATION OF GOVERNMENTS, THE TEXAS COMMISSION ON
ENVIRONMENTAL QUALITY, AND THE STATE OF TEXAS
WHEREAS, the South Plains Association of Governments (SPAG) is directed
by the Texas Commission on Environmental Quality (TCEQ) to administer solid waste
grant funds for implementation of the SPAG's adopted regional solid waste
management plan; and
WHEREAS, the City of Plainview, Texas (City) is qualified to apply for such
grant funds under a request for applications; and
WHEREAS, the City Council authorizes the City Manager or his designee to
request FY2026/2027 grant funding through the SPAG Request for Applications for
the Regional Solid Waste Grants Program for a recycling mascot for education and
promotion of recycling efforts in an amount not to exceed $12,000.00; and
WHEREAS, the City Council further authorizes the City Manager or his
designee to act for the City of Plainview, Texas in all matters regarding the grant
application and any subsequent grant contract or project; and
WHEREAS, the City Council continues such authorization for the City of
Plainview to comply with the grant requirements of SPAG, TCEQ, and the State of
Texas; and
WHEREAS, the City Council finds that the City Manager's or his designee's
application for such grant and any subsequent grant contract or project, and
compliance with grant requirements, will serve a public purpose and be in the best
interest of the City's residents.
NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF
PLAINVIEW, TEXAS THAT:

SECTION 1. The findings recitals outlined above are found to be true and correct
and are hereby adopted and approved.
SECTION 2. The City Manager or his designee is authorized to request
FY2026/2027 grant funding through the SPAG Request for Applications for the Regional
Solid Waste Grants Program and to act on behalf of the City of Plainview, Texas in all
matters related to the grant application and any subsequent grant contract or grant
project.
SECTION 3. If the grant is awarded and a project is funded, the City Council of
the City of Plainview, Texas authorizes the City Manager or his designee to comply with
the grant requirements of SPAG, TCEQ, and the State of Texas.
SECTION 4. The City Council of the City of Plainview, Texas further commits that
the City Manager or his designee shall only use any grant funds and any grant -funded
equipment or facilities for the purposes in which they are intended under the grant.
SECTION 5. In compliance with the grant requirements, the City Council of the City
of Plainview, Texas agrees that activities related to this grant will comply with and support
the adopted regional and local solid waste management plans adopted for the
geographical area in which the activities are performed.
