AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW,
TEXAS AUTHORIZING THE ADOPTION OF A CLASSIFICATION AND
COMPENSATION PLAN FOR ALL EMPLOYEES OF THE CITY OF
PLAINVIEW; PROVIDING A REPEALER; PROVIDING A SAVINGS
CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING
AN EFFECTIVE DATE
WHEREAS, HUB International performed a Classification and Compensation
Study ("Study") for the City of Plainview (the "City") for the purpose of updating the City's
classification and compensation plan; and
WHEREAS, it is the policy of the City to offer competitive salaries and benefits to
retain and attract the most highly qualified employees; and
WHEREAS, the Study recommends adjustments to the City's current classification
and compensation plan to better align actual salaries with the prevailing rates paid for
similar occupations in the public sector; and
WHEREAS, the revised classification and compensation plan shall become
effective on April 6, 2026, being the beginning of the first payroll period in the month of
April; and
WHEREAS, the administration of the classification and compensation plan shall
be in accordance with the Personnel Policy of the City of Plainview.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF PLAINVIEW, TEXAS, THAT:
SECTION 1. The findings and recitals outlined above are found to be true and correct
and are hereby adopted and approved.
SECTION 2. The classification and compensation plan for City employees, attached
hereto as Exhibit "A," and incorporated herein for all purposes, is hereby adopted and
shall become effective April 6, 2026, being the beginning of the first payroll period in the
month of April. The classification and compensation plan includes a Traditional Pay Plan,
an Executive Pay Plan, a Police Pay Plan, and a Fire/EMS Pay Plan. The classification
and compensation plan also provides that certification, incentives, and assignment pay
applies to all positions which require, or may benefit from, advanced trainings or
certifications.
SECTION 3. All ordinances or parts of ordinances in conflict herewith are hereby
repealed.

SECTION 4. All other terms and provisions of the Code of Ordinances, City of Plainview,
not in conflict herewith and not hereby amended shall remain in full force and effect.
SECTION 5. Should any paragraph, section, sentence, phrase, clause or word of this
Ordinance be declared unconstitutional or invalid for any reason, the remainder of this
Ordinance shall not be affected thereby.
SECTION 6. After its adoption and publication as provided by law, this Ordinance shall take
effect on April 6, 2026 and thereafter shall be in full force and effect.
