HomeMy WebLinkAbout00 0803 min120 MINUTES PLAINVIEW CITY COUNCIL MEETING August 3, 2000 The Plainview City Council met at 11:30 a.m. on August 3, 2000, at the Plainview Convention Center. Notice of this meeting was posted in City Hall on July 31, 2000 at 10:00 a.m. Mayor Lloyd C. Woods presided. Councilmembers present were Sam Parker-District 1, Mary Jane Shanes-District 2, Rey Rosas-District 3, Mike Hutcherson-District 4, Bobby McGehee-District 6 and Irene Favila-District 7. Ross Owen-District 6 was absent. Staff members present were: James P. Jeffers-City Manager, John Castro-Director of Community Services, Matt Tsakanikas-Main Street Coordinator, Dale Simpson-Administrative Assistant, Gary Glass-Fire Chief, Sean Lanier-Engineer, John Berry-Director of Public Works, Will Mull-Police Chief, Pat Hernandez-Municipal Judge, Wally Hatch-City Attorney, and Karen McBeth-City Secretary. News media present: Richard Orr-Plainview Daily Herald. Guests present were: Helen Field, Tom Longnecker, Roy Allen, Pam Moore, Susan Wilson, Ron Trusler, Gilbert Patino and Joe Patino. Invocation - Matt Tsakanikas gave the Invocation. Review August 8, 2000 City Council Agenda - The Mayor and City Council discussed the following agenda items: 5. Specific Use Permit. Ordinance No. 00-3262. An Ordinance amending the zoning map of the City of Plainview by issuance of a Specific Use Permit to operate a Go-Kart Track (Commercial Amusement ~hOUtdoor)) in a General Commercial (C-3) Zoning District, said parcel of land being 1009 West 5 Street; Cumulativeness clause; Conflicts clause; Severability clause; And effective date. (First Reading). Director of Community Services John Castro reviewed the proposed ordinance. He said the Planning and Zoning Commission recommended its passage, with the following stipulations: The area recommended for parking (14 spaces) be covered with an all weather surface, a fence erected on the West side of the property by the walking path; and landscaping planted. There was one letter received in favor of the zone change. Following discussion the Council requested that the term "all weather surface" be defined in the ordinance. Excused Absences - Councilmember Ross Owen received an excused absence for this meeting. City of Plainview Districting Commission - review nominees. The following people have been nominated by the Council: Lou Balenton, Jerry Bratcher, Rosa Zuniga, Paul Reynozo, Yolanda Vargas, Rocky Favila, Daniel Rascon, Jimmy Holmes, Dwain Dodson, Ron Tmsler, Vickie Flores, Gayle Thompson and Tiffin Wortham. The Council gave a quick bio-sketch of their nominees. Mr. Jeffers explained the Council will appoint six members to the Districting Commission. The six appointed members will appoint three additional members. The Census Minutes O0 0803 Page 1 of' 2 127 2000 data should be available by April 2001 and the Commission, with the assistance of a demographer (to be hired) will determine redistricting in the City. Councilmember Favila said she is removing Rocky Favila from the list, at his request. Parent's Place Inc. budget request. Susan Wilson, Executive Director of Parent's Place, Inc. said there are six certified teachers who will teach twelve classes this fall and she asked for $10,000 to help with this next year's budget, $78,135. She said the majority of their funding for this next year will come fi.om private, paying, users of their counseling classes. Mayor Woods asked how many of their clients came from the court system? Mrs. Wilson said quite a few. Councilmember Rosas asked if she was applying for government grants? Mrs. Wilson said she would in the future, but most funding would come from private paying clients. Councilmember McGehee asked what percent of her clientele were from Plainview? She said 98%. Mr. McGhee asked what percem were mandated by the courts? She said 20%. Councilmember Shanes said if they needed $10,000 from the City this year, would they want more next year? Mrs. Wilson said no, they would need some support for a few years but they should be self-supporting before long. Mrs. Shanes asked if there had been an ad campaign to raise funds? Mrs. Wilson said she had placed ads "everywhere." Pam Moore, a counselor with the Houston Street School, said these classes helped with skills training. It helped students do better in school as well as teaching them how to get along in life. Hale County Senior Citizens Center budget request. Mrs. Helen Fields, Executive Director of the center, told the Council the Senior Citizens Center would like to be self-sufficient but they haven't gotten there yet. She said they were requesting $10,000 from the City to help with the increased cost of food, utilities and repair expenses. She said the bulk of their funding comes from trusts, United Way, and the South Plains Food Bank. She said they have seven employees, one full time (herself) and six part time. She said the Center serves lunch every day, five days a week and charges $3.50 a meal. Ifa person can show they have a hardship, this meal is $1.75. The Council asked if she had considered raising the cost of meals? Mrs. Fields said yes, but she hoped this would not be necessary. She said in some cases, this was the only hot, full, well- balanced meal some seniors got each day. Texas Department of Transportation traffic study. 1-27 service roads, US 70, 24th Street, 1- 27 ramps, and all aspects of the needs of the roadways under control of TxDOT will be considered and analyzed by that department. The study will take approximately 18 months. There being no further business before the Council, Mayor Woods adjourned the meeting at 1:25 p.m Passed and approved on August 22, 2000.
