202 W. 5t" Street, Plainview, Texas.
Mayor Charles Starnes presided. Members present Council Members Mary Elizabeth
Dickerson -District 1, Steve Martinez -District 2, Gilbert Garcia -District 3 Gary House -
District 4, Daniel Rascon-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District 7.
Staff members present were Ted Chancellor -City Manager, Jeff Johnston -Assistant City
Manager, Matthew Murray -City Attorney, David Ellis -Director of Information Technology,
Neil Weems -Director of Public Works, Vannesa Rincon-Interim Director of Finance,
Christine Lockridge-Communications Manager and Belinda Hinojosa-City Secretary.

4. Consider approval of an agreement with Euna Solutions for the purchase and
implementation of Budgeting software for a three-year term in an amount not to exceed
125 000.
Presenter: Vannesa Rincon, Interim Director of Finance
The City of Plainview currently relies on Microsoft Excel spreadsheets for the
development of departmental operating budgets, capital outlay, and personnel requests.
This process requires manual data entry across multiple files, increasing the potential for
human error and limiting efficiency.
To improve accuracy, streamline workflow, and enhance reporting capabilities, staff
evaluated several budgeting software solutions. Based on this review, staff recommend

Euna Solutions, a platform currently utilized by numerous Texas municipalities, including
organizations that operate within Tyler Technologies, the City's existing financial system.
The proposed Budget Pro software provides a comprehensive approach to budget
development, including structured workflows for submission, review, and approval, as
well as integration with the City's current ERP system. The platform supports operating,
capital, and personnel budgeting while enhancing payroll projections and capital
improvement planning. It also allows for real-time collaboration among departments and
provides advanced reporting and analytical tools, including budget -to -actual comparisons
and long-term financial trend analysis.
Funding for the first year of software and implementation costs is available through
existing software and personnel account balances. Funding for the remaining two years
will be incorporated into future budgets, with costs proportionally allocated between the
General Fund, Solid Waste Fund, and Utility Fund.
Staff recommends approval of the agreement with Euna Solutions for a three-year term
in an amount not to exceed $125,000.

5. Authorize Purchase of Backup and Recovery Solution from Blue Laver
Presenter: David Ellis, Director of Information Technology
The City of Plainview currently operates within a hybrid data environment that relies on
both on -premises and cloud -based systems to protect critical information. While the
existing configuration provides basic backup coverage, it lacks resiliency and rapid
recovery capabilities necessary to fully support operational continuity during a disruption.
The proposed data backup and disaster recovery solution from Blue Layer introduces a
more robust and efficient approach to data protection and system restoration. This
includes enhanced failover capabilities designed to significantly improve the City's ability
to restore systems and services in the event of an outage. By reducing downtime and
accelerating recovery times, the solution strengthens continuity of operations and
minimizes risk to critical infrastructure.
The total estimated cost of the solution is $84,705.00 and is included in the FY budget.
Staff recommends approval.

6. Consider and take action to authorize the City Manager to enter into a general use
and maintenance agreement between the City of Plainview and Wayland Baptist
University for the use of the City -owned driving range located within the Running Water
Draw area East of Ennis St North of Kirchwood Drive.

This item considers authorizing the City Manager to enter into a general use and
maintenance agreement with Wayland Baptist University for the use of the City -owned
driving range located within the Running Water Draw area, east of Ennis Street and north
of Kirchwood Drive.
The agreement establishes a public -private partnership in which Wayland Baptist
University will develop, operate, and maintain the driving range for community use, while
the City retains ownership of the property. The intent is to activate an underutilized area
with minimal cost to the City, enhance recreational amenities, and provide opportunities
for both community access and university programming.
The agreement outlines general responsibilities for maintenance, operations, and public
accessibility, while allowing flexibility for future improvements consistent with City
oversight and applicable standards.
