Hall, 202 W. 5th Street, Plainview, Texas.
Mayor Charles Starnes presided. Members present Council Members Mary Elizabeth
Dickerson -District 1, Steve Martinez -District 2, Gilbert Garcia -District 3, Daniel Rascon-
District 5, and Evan Weiss -District 6. Council Member Gary House -District 4 and Lorie
Rodriguez -District 7 were absent.
Staff members present were Ted Chancellor -City Manager, Matthew Murray -City
Attorney, Jeff Johnston -Assistant City Manager, David Ellis -Director of Information
Technology, Neil Weems -Director of Public Works, Derrick Watson -Chief of Police,
Bobby Gipson -Fire Chief, Kristi Aday-Economic Development Director, Vannesa Rincon-
Interim Director of Finance, Tim Crosswhite-Capital Improvement Program Manager,

Reading)
a) Public Hearing
Presenter: Philip Mize, Chief Building Official
Spin Loco has submitted its application for an indoor amusement game room to be
located at 1010 W 5th St. The location and application were presented to the Planning
and Zoning Board (P&Z) for review. The P&Z voted 4 - 1 in favor of recommending final
approval by the City Council.
Mayor opened the public hearing at 11:44 a.m. Selvakumar Kunchapu — business owner
spoke regarding request.
Mayor closed the public hearing at 11:46 a.m.
Motion: Move to adopt Ordinance No. 26-3782 on first reading.
Motion by Mayor Pro Tern Weiss, seconded by Council Member Garcia
Vote: 6-0. Motion carried.
