Hall, 202 W. 5th Street, Plainview, Texas.
Mayor Charles Starnes presided. Members present Council Members Mary Elizabeth
Dickerson -District 1, Steve Martinez -District 2, Gilbert Garcia -District 3, Gary House -
District 4, Daniel Rascon-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District 7.
Staff members present were Ted Chancellor -City Manager, Matthew Murray -City

4. Presentation of the Canadian River Municipal Water Authority (CRMWA) Board of
Directors Round Table Meeting with Member Cities
Presenter: Neil Weems, Director of Public Works
This agenda item provides an update from the Canadian River Municipal Water Authority
Board of Directors round table meeting with member cities, which focused primarily on
long term water supply planning and the timing of CRMWA II. Recent CRMWA board
discussions have evaluated multiple water supply options including CRMWA II, reverse
osmosis, aquifer storage and recovery, and terminal storage, with impacts varying by
member city. Following these discussions, CRMWA staff met individually with each
member city to better understand projected water needs, timing considerations, and
funding constraints.

Amount Not to Exceed $10,000.00; Declaring That Such Action Serves a Public
Purpose; Authorizing the City Manager to Act on Behalf of the City of Plainview in
all Matters Related to the Application; and Agreeing to Comply with the Grant
Requirements of the South Plains Association of Governments, the Texas
Commission on Environmental Quality, and the State of Texas (Resolution R26-

f) A Resolution of the City Council of the City of Plainview, Texas Authorizing the
Filing of a Grant Application with the South Plains Association of Governments for
a Texas Commission on Environmental Quality Regional Solid Waste Program
Grant for a Recycling Mascot for Education and Promotion of Recycling Efforts in
an Amount Not to Exceed $12,000.00; Declaring That Such Action Serves a Public
Purpose; Authorizing the City Manager to act on Behalf of the City of Plainview in
all Matters Related to the Application; and Agreeing to Comply with the Grant
Requirements of the South Plains Association of Governments, the Texas
Commission on Environmental Quality, and the State of Texas (Resolution R26-

g) A Resolution of the City Council of the City of Plainview, Texas Authorizing the
Filing of a Grant Application with the South Plains Association of Governments for
a Texas Commission on Environmental Quality Regional Solid Waste Program
Grant for Security Upgrades at the Recycling Center in an Amount Not to Exceed
$5,378.00; Declaring That Such Action Serves a Public Purpose; Authorizing the
City Manager to Act on Behalf of the City of Plainview in all Matters Related to the
Application; and Agreeing to Comply with the Grant Requirements of the South
Plains Association of Governments, the Texas Commission on Environmental

h) A Resolution of the City Council of the City of Plainview, Texas Authorizing the
Filing of a Grant Application with the South Plains Association of Governments for
a Texas Commission on Environmental Quality Regional Solid Waste Program
Grant for a Brush Mower in an Amount Not to Exceed $4,600.00; Declaring That
Such Action Serves a Public Purpose; Authorizing the City Manager to Act on
Behalf of the City of Plainview in all Matters Related to the Application; and
Agreeing to Comply with the Grant Requirements of the South Plains Association
of Governments, the Texas Commission on Environmental Quality, and the State
of Texas (Resolution R26-694)

i) A Resolution of the City Council of the City of Plainview, Texas, Stating That the
City Council Has Reviewed and Adopted an Investment Policy in Accordance with
Texas Government Code Chapter 2256, the Public Funds Investment Act,
Requiring the Governing Body to Review Investment Policy as Well as Investment
Strategy for Public Fund Investment; and Declaring an Effective Date (Resolution
R26-695)
j) A Resolution of the City Council of the City of Plainview, Texas Ratifying, Adopting,
and Extending the Mayor's Declaration of Local Disaster Through February 27,
2026 (Resolution R26-696)
k) Authorize the City Manager to sign an Agreement for Professional Service with
Parkhill Engineering for the North Quincy Street Reconstruction Project
1) Consider Bids for Police and Public Works Vehicles.
6. Convene into closed session pursuant to Texas Gov't Code § 551.074 to deliberate
the appointment, employment, evaluation, reassignment, duties, discipline or dismissal
of a public officer or employee, or to hear a complaint or charge against an officer or
employee. Appointments to the following boards and commissions: Animal Advisory
and Appeals Board, Library Board, Planning and Zoning Commission and Zoning Board
of Adjustment
