Mayor Charles Starnes presided. Members present Council Members Mary Elizabeth Dickerson -District 1, Gary House -District 4, Daniel Rascon-District 5, and Evan Weiss - District 6. Council Member Steve Martinez -District 2, Gilbert Garcia -District 3, and Lorie Rodriguez -District 7 were absent. Winter Storm Report This item was pulled from the agenda. 5. 2026 Police Department Racial Profiling Report Presenter: Derrick Watson, Chief of Police Reviewed the 2025 Racial Profiling Report Public Comment: None Motion: Move to accept the Report. Motion by Mayor Pro Tern Weiss, seconded by Council Member Dickerson Vote: 5-0. Motion carried. 6. A Resolution of the City Council of the City of Plainview, Texas, Calling and Setting the Date for the Regular Municipal Election; Designating the Election of a Council Member for Districts 1, 2, 3 and 4 Respectively; Designating Districts and Polling Places; Designating Early Voting Dates, Hours, and Locations; Designating the District Polling City Council Minutes February 10, 2026 Page 2 of 5 94 Place Judges; Setting the Hourly Rate for Election Officials and Posting Notice of Election. (Resolution R26-689) Presenter: Belinda Hinojosa, City Secretary Resolution R26-689 calls and sets the date for the City of Plainview's regular municipal election to be held on May 2, 2026, for the purpose of electing City Council Members for Districts 1, 2, 3, and 4. The resolution designates polling locations for each district, establishes early voting dates, hours, and locations, appoints election judges and early voting ballot board members, sets the hourly rate of pay for election officials, and provides for the posting of the required notice of election. Staff recommends approval. Public Comment: None Motion: Move to adopt Resolution R26-689 Motion by Council Member Rascon, seconded by Council Member Dickerson Vote: 5-0. Motion carried. 7. A Resolution of the City Council of the City of Plainview, Hale County, Texas Providing for a Joint Election Agreement Between the City of Plainview and Plainview Independent School District; Designating the Mayor to Sian on Behalf of the Council Such Agreement Between Both Governmental Entities Stated Herein. (Resolution R26-690) Presenter: Belinda Hinojosa, City Secretary Resolution R26-690 authorizes a Joint Election Agreement between the City of Plainview and Plainview Independent School District for the May 2, 2026, election. The agreement allows both entities to share election administration and polling locations, with the City Secretary serving as the Election Administrator. Joint Election Day polling locations would be held at City Hall and Central Elementary School, with early voting conducted at City Hall. Staff recommends approval. Public Comment: None Motion: Move to adopt Resolution R26-690 Motion by Council Member House, seconded by Council Member Rascon Vote: 5-0. Motion carried. 8. A Resolution of the City Council of the City of Plainview, Texas, Stating That the City Council Has Reviewed and Adopted an Investment Policy in Accordance with Texas Government Code Chapter 2256, the Public Funds Investment Act, Requiring the Governing Body to Review Investment Policy as Well as Investment Strategy for Public Fund Investment; and Declaring an Effective Date (Resolution R26-695) Presenter: Vanessa Rincon, Interim Director of Finance City Council Minutes February 10, 2026 Page 3 of 5 Resolution R26-695 fulfills the annual requirement under the Texas Public Funds Investment Act (Texas Government Code Chapter 2256) for the City Council to review and formally adopt the City of Plainview's Investment Policy and Investment Strategy. Staff has completed the required review and confirms that the current policy remains compliant with statutory requirements, including Section 2256.005(a), and continues to reflect conservative, prudent, and transparent management of public funds. No changes are proposed at this time. Staff recommends approval. A Resolution of the City Council of the City of Plainview, Texas Ratifying, Adopting, and Extending the Mayor's Declaration of Local Disaster Through February 27, 2026 (Resolution R26-696) Presenter: Derrick Watson, Chief of Police On January 23, 2026, the Mayor signed an emergency declaration in response to a severe winter storm. Extensive damage was done to public facilities and private property. Recovery efforts are still ongoing, and it is requested that the City Council authorize the mayor to sign an emergency declaration that extends through February 27, 2026. Public Comment: None Motion: Move to adopt Resolution R26-696 Motion by Council Member Rascon, seconded by Council Member House Vote: 5-0. Motion carried. 10. Authorize the City Manager to sign an Agreement for Professional Service with Parkhill Engineering for the North Quincy Street Reconstruction Project Presenter: Tim Crosswhite, Capital Improvement Program Manager Authorization is requested for the City Manager to execute an Agreement for Professional Services with Parkhill Engineering for the North Quincy Street Reconstruction Project. The project limits extend from North Quincy Street at 24th Street North to the TxDOT right of way at the Interstate 27 entrance. The scope includes full street reconstruction and installation of sidewalks in pedestrian areas to provide connectivity to the existing 24th Street sidewalk system. North Quincy Street was originally constructed in 1986 and is due for comprehensive rehabilitation. The project is funded through an agreement with Walmart that provides reimbursement for construction costs up to $5,625,000 and is included in the City's 2025 2026 Capital Improvement Program. The proposed engineering services contract with Parkhill City Council Minutes February 10, 2026 Page 4 of 5 96 Engineering totals $460,879 and will support design, coordination, and project delivery. Staff recommends approval of the Agreement for Professional Services. Motion carried. 11. Consider Bids for Police and Public Works Vehicles. Presenter: Tim Crosswhite, Capital Improvement Program Manager The City opened bids for the purchase of Police and Public Works vehicles in accordance with procurement requirements. Six vendors submitted bids covering three Police SUVs including an alternate for an outfitted vehicle, one three quarter ton four-wheel drive commercial truck, and one dual rear wheel four-wheel drive commercial truck. After review, staff determined the lowest responsive bids to be Premier Chevrolet for Item 26 00 01 Police SUV with the alternate for outfitting, Southwest CDJR for Item 26 00 03 three quarter ton commercial truck, and Sames Laredo Chevrolet for Item 26 00 04 dual rear wheel commercial truck. Staff evaluated pricing and specifications to ensure operational needs are met for both Police and Public Works while maintaining fiscal responsibility. Awarding these bids supports fleet replacement and service continuity without deviation from budgeted expectations. Staff recommends awarding Item 26 00 01 to Premier Chevrolet including the alternate for outfitting, Item 26 00 03 to Southwest CDJR, and Item 26 00 04 to Sames Laredo Chevrolet. Public Comment: None Motion: Move to award bids for Police SUV with outfitting to Premier Chevy Littlefield in the amount of $185,544.00, 3/ Ton 4x4 Truck to Southwest CDJR in the amount of $45,437.00 and DRW 4x4 Truck to Sames Laredo in the amount of $46,760.00 Motion by Mayor Pro Tem Weiss, seconded by Council Member House Vote: 5-0. Consider approving the Compensation Study Results and the implementation of new pay plan Presenter: Ted Chancellor, City Manager The Peer Survey & Analysis conducted by HUB International was previously authorized by the City Council as the City's comprehensive compensation study. The study evaluates current salary ranges, market competitiveness, and internal equity across classifications and provides recommendations for adjustments to improve recruitment, retention, and overall workforce sustainability. If implemented as proposed, the estimated fiscal impact for FY 2025-2026 would be approximately $549,350.00. 5. Discussion on Continuation of Main Street Board The Main Street Board was established to support downtown revitalization efforts, coordinate promotional activities, and assist with economic development initiatives in the downtown district. Over time, the structure and responsibilities of the Board have evolved. As the City continues to evaluate organizational effectiveness and alignment with strategic priorities, it is appropriate to review whether the current governance model remains the most efficient and effective approach for advancing downtown objectives. 6.
