Mayor Charles Starnes presided. Members present Council Members Mary Elizabeth
Dickerson -District 1, Steve Martinez -District 2, Gilbert Garcia -District 3, Gary House -
District 4, Daniel Rascon-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District 7.

Amendment of the Classification and Compensation Plan for Fire Department Employees
of the City of Plainview; Providing a Repealer; Providing a Savings Clause; Providing a
Severability Clause; and Providing an Effective Date (Ordinance No. 26-3786 — First
Reading)
Presenter: Ted Chancellor, City Manager
During implementation of the recently completed compensation study conducted by HUB
International, staff identified that only three of the fourteen peer cities included in the
study —Borger, Denison, and Corsicana —operate a combined Fire/EMS service model
comparable to the City of Plainview.
Based on this distinction, staff evaluated the Fire/EMS pay structure to ensure alignment
with similarly structured departments and to better reflect the scope of services provided
by Plainview personnel.
The proposed amendment is estimated to increase General Fund expenditures by
approximately $122,490.
Motion: Move to adopt Ordinance No. 26-3786 on first reading
Motion by Council Member Weiss, seconded by Council Member House
Vote: 8-0. Motion carried.
