202 W. 5tt' Street, Plainview, Texas.
Mayor Charles Starnes presided. Members present Council Members Mary Elizabeth
Dickerson -District 1, Steve Martinez -District 2, Gilbert Garcia -District 3, Gary House -
District 4, Daniel Rascon-District 5, and Evan Weiss -District 6, Council Member Lorie
Rodriguez -District 7 was absent.
Staff members present were: Ted Chancellor -City Manager, Jeff Johnston -Assistant City
Manager, David Ellis -Director of Information Technology, Derrick Watson -Police Captain,
Kevin Goss -Fire Captain, Vannesa Rincon-Interim Director of Finance, Tim Crosswhite-
Capital Improvement Program Manager, Amber Garcia-HR Manager, Christine
Lockridge-Communications Manager, Kristi Aday-Economic Development Director, and
Belinda Hinojosa-City Secretary

4. An Ordinance of the City Council of the City of Plainview, Texas, Ordaining the
City's Participation in the Texas Enterprise Zone Program Pursuant to the Texas
Enterprise Zone Act, Chapter 2303, Texas Government Code (ACT), Providing Tax
Incentives, Designating a Liaison for Communication with Interested Parties, and
Nominating Wal-Mart Stores East, LP to the Office of the Governor Economic
Development & Tourism (EDT) through the Economic Development Bank (Bank) as an
Enterprise Project (Proiect). (Ordinance No. 26-3787 — Second Reading)
Since this was the second of two readings, the Council chose to forego staff briefing and
ask for public comment.
Public Comment: None
Motion: Move to adopt Ordinance No. 26-3787 on second reading
Motion by Mayor Pro Tern Weiss, seconded by Council Member House
Vote: 7-0. Motion carried.

Regular Agenda
a) Consider approval of an agreement with Euna Solutions for the purchase and
implementation of Budgeting software for a three-year term in an amount not to
exceed $125,000.
b) Authorize Purchase of Backup and Recovery Solution from Blue Layer
c) Consider and take action to authorize the City Manager to enter into a general
use and maintenance agreement between the City of Plainview and Wayland
Baptist University for the use of the City -owned driving range located within the
Running Water Draw area, East of Ennis St, North of Kirchwood Drive.
