JANUARY 11, 1996
The regularly scheduled meeting of the Board of Directors
of the Plainview -Hale County Health Department was called
to order by Board Chairman Dr. Kit Linton at approximately
12:30 P.M., at Plainview Country Club on January 11, 1996.
Those attending were: Dr. Kit Linton, Dr. Stephen Turner,
Earl Brown, Donna Womble, R.N., Margaret Kay, Dr. Michael
Hinze, Nina Morris, Don Dickson, Benny Cantwell, Larry Mc
Bee, John Castro and Mayor Lloyd C. Woods.
Also present was a guest, Ben Linton, and the ::,ecretary,
Billie Standefer.
The Chairman asked for corrections/deletions/additions
to the minutes of the last meeting, and with none noted,
approved them as presented.
In his report, Mr. Castro shared the following inform-
ation:
(a) The Financial Reports due in the Board Packets
would be ready soon, according to the City
Financial Director.
(b) The Department was considering possibilities
of offering Cholesterol Screenings again when
the Budget permitted.
(c) He was working on the Department's first
Quarterly Report and Performance Based Objec-
tives to send to Region I, in Lubbock.
(d) The Department will do EPSDT (Early and Period-
ic Screening Diagnosis and Treatment) on a trial
basis for Medicaid patients.
(e) The Deparatment facility is finished at a cost
of $ 110,000.00. (Approximately)
(f) Wanted to encourage Board members to take an
active part in any Public Health endevor of
interest to them. [Example: Establishing comm-
ittees to work toward educational efforts on the
subject of Teen Pregnancies; get involved in
promoting awareness of driving safety, wearing
seatbelts.]
(g) The "Shots Across Texas" Program was starting
a media campaign to promote children's immuniz-
ations .
Mr. Castro ended his report by saying the Department had
had many compliments on the new facility.
The Chairman asked for Dr. Turner's report.
Dr. Turner stated Flu, Strep and Chicken Pox were current-
ly the most. reported Communicable Diseases. He encouraged
everyone to get Flu shots. He explained that "Shots
Across Texas" was a great program that cost far less to
completely immunize a child than any other program.
He explained he was working on a guideline for the
Department's nui:;es to follow when providing services
at the County Jail, and said the Department was still
serving a number of patients who had tested "Positive"
when they came in for Tuberculin skin tests.
Dr. Turner told Board members the new Chicken Pox
vaccine would be available to the Department at a later
date
Dr. Linton established that the EPSDT Clinics would be
conducted once a month on the last Tuesday of the month.
She stated the nurses at the Department did a good job
in assisting her to do this clinic.
Mr. Castro explained Medicaid Billing and the keeping of.
vaccine records/reports, in the future, would probably
necessitate a more sophisticated computer system.
Under "New Business", there was a discussion of a Memorial
for Mary Lou Truesdale and it was decided that a letter be
sent to the Hale County Unit of the American Cancer
Society requesting them to consider allowing the Cotton
Barons' Ball ( a fund raiser) to be alcohol -free.
The Chairman adjourned the meeting.
