Mayor Charles Starnes presided. Members present Council Members Mary Elizabeth Dickerson -District 1, Gilbert Garcia -District 3, Gary House -District 4, Daniel Rascon- District 5, and Evan Weiss -District 6. Council Member Steve Martinez -District 2 and Lorie Rodriguez -District 7 were absent. Staff members present were: Ted Chancellor -City Manager, Jeff Johnston -Assistant City Manager, Matthew Murray -City Attorney, David Ellis -Director of Information Technology, Neil Weems -Director of Public Works, Derrick Watson -Police Chief, Bobby Gipson -Fire Chief, Kristi Aday-Economic Development Director, Vannesa Rincon-Interim Director of Finance, Tim Crosswhite-Capital Improvement Program Manager, Christine Lockridge- Communications Manager, and Belinda Hinojosa-City Secretary Guests Present: Larry Williams 1. Announcements Mayor Starnes presented a proclamation to City Secretary Belinda Hinojosa in recognition of Municipal Clerks Week. 4. Review of City Council agenda items for May 12, 2026 Presenter: Ted Chancellor, City Manager The Council and staff reviewed the agenda items for the May 12, 2026 meeting Consent Calendar a) Minutes of April 23, 2026 and April 28, 2026 b) Consider approval of an Educational Experience Agreement (internship) between the City of Plainview and Texas Woman's University Regular Agenda a) A Resolution of the City Council of the City of Plainview, Texas Ratifying and Adopting Local Election Register for the Election Held on May 2, 2026 and Declaring the Results of Said Election. (Resolution R26-700) b) Oath of Office for Council Members District 1, 2, 3 and 4 c) Election of Mayor Pro Tem d) Oath of Office for Mayor Pro Tem e) Presentation on Solid Waste and Recycling Operations for 2025 f) Consider and take necessary action regarding Swimming Pool Operations/Management Agreement between the City of Plainview and Plainview YMCA for Outdoor Aquatics Center; City Council Minutes May 7, 2026 Page 1 of 2 128 g) Consider and take necessary action regarding an Agreement with the City of Plainview and Keep Texas Beautiful (KTB) for recycling services h) Authorize the Mayor to sign the Memorandum of Understanding with Canadian River Municipal Water Authority (CRMWA) regarding CRMWA II. i) Authorize Department of State Health Services FY27 Immunization/Locals grant contract HHS001331300033 j) Authorize Department of State Health Services TWICES/Public Health Infrastructure Grant Program HHS001711300008 Grant Contract 5. Convene into closed session pursuant to Texas Gov't Code � 551.074 to deliberate the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee, or to hear a complaint or charge against an officer or employee. City Manager Evaluation The Mayor recessed the meeting 11:50 a.m. The Mayor called the meeting back in open session at 12:25 p.m. 6. Consider and take necessary action regarding City Manager evaluation. Public Comment: None Motion: Move to extend City Manager's contract by a year and a 4% increase in base salary. Motion by Mayor Pro Tem Weiss, seconded by Council Member House Vote: 6-0. Motion carried. 7.
