Members present Council Members Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Larry Williams -District 2, Gilbert Garcia - District 3 Gary House -District 4, Daniel Rascon-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District 7. A Resolution of the City Council of the City of Plainview, Texas Ratifying and Adopting Local Election Register for the Election Held on May 2, 2026 and Declaring the Results of Said Election. (Resolution R26-700) Presenter: Belinda Hinojosa, City Secretary This Resolution adopts the local election register and declares Council Member Mary Elizabeth Dickerson and Council Member Gary House elected to office. Recognition — Steve Martinez, Outgoing Council Member District 2 The Council recognized Council Member Steve Martinez for his years of service on the City Council. 6. Oath of Office — Larry Williams, Council Member District 2 Belinda Hinojosa, City Secretary administered the Oath of Office to Council Member Larry Williams. 7. Oath of Office — Gilbert Garcia, Council Member District 3 Belinda Hinojosa, City Secretary administered the Oath of Office to Council Member Gilbert Garcia. 8. Election of Mayor Pro Tem Motion: Move to nominate Evan Weiss as Mayor Pro Tem Motion by Council Member House, seconded by Council Member Rascon Vote: 7-0. Mayor Pro Tem Weiss abstained from voting. Motion carried. 10. Oath of Office for Mayor Pro Tem Belinda Hinojosa, City Secretary administered the Oath of Office to Mayor Pro Tem Evan Weiss. 11. Presentation on Solid Waste and Recycling Operations for 2025 Presenter: Brocke Lively, Landfill Superintendent Presented the Solid Waste and Recycling Operations Annual Report for 2025. 13. Consider and take necessary action regarding Swimming Pool Operations/Management Agreement between the City of Plainview and Plainview YMCA for Outdoor Aquatics Center. Presenter: Neil Weems, Director of Public Works The City of Plainview contracts with the Plainview YMCA for management and operational services for the Outdoor Aquatics Center. The agreement allows the City to utilize the YMCA's experience in managing aquatic facilities, including professional supervision, trained staff, and certified lifeguards during the summer operating season. The agreement outlines operational responsibilities, including minimum lifeguard staffing requirements, daily opening and closing procedures, public operating hours, fee schedules, pool supplies and chemicals, security, emergency procedures, financial reporting requirements, private event operations, and end -of -season closing responsibilities. The proposed agreement term extends from May 15, 2026, through September 15, 2026. Under the agreement, the City will provide compensation to the YMCA in the amount of $30,000 to assist with management and operational costs associated with the operation of the facility during the summer season. Consider and take necessary action regarding an Agreement with the City of Plainview and Keep Texas Beautiful (KTB) for recycling services Presenter: Brocke Lively, Landfill Superintendent The proposed agreement authorizes Keep Texas Beautiful, through its Keep Texas Recycling (KTR) program, to serve as the exclusive agent for the City of Plainview in the marketing and sale of recyclable materials generated through the City's recycling operations. City Council Minutes May 12, 2026 Page 3 of 6 132 The Keep Texas Recycling program is designed to assist rural and smaller recycling programs by coordinating the marketing and sale of recyclable commodities while helping materials remain within the State of Texas. Through the cooperative program, KTR is able to combine recyclable materials from participating communities to improve pricing opportunities and market access. Under the agreement, KTR will retain 12% of gross revenue generated from the sale of recyclable materials to support administrative costs and program operations. Revenue generated through the program will continue to support operations at the City's Recycling Center. The agreement term is for three years, with automatic year-to-year continuation following the initial term unless terminated by either party. Authorize the Mayor to sign the Memorandum of Understanding with Canadian River Municipal Water Authority (CRMWA) reaardina CRMWA II Presenter: Neil Weems, Director of Public Works The Canadian River Municipal Water Authority (CRMWA) is governed by a board of directors representing its eleven member cities. On January 21, 2026, representatives from each member city met to discuss long-term water supply needs, project timing, infrastructure reliability, and the anticipated development schedule for CRMWA II. Following those discussions, the CRMWA Board developed a Memorandum of Understanding (MOU) regarding CRMWA II. The MOU is a non -binding agreement intended to define expectations between CRMWA and its member cities regarding planning, funding, and development of the CRMWA II project. CRMWA II consists of a proposed second groundwater pipeline from the Roberts County wellfield system to the primary aqueduct. The project is intended to increase groundwater delivery capacity, improve system redundancy, and enhance long-term reliability for member cities. The current project schedule anticipates debt issuance and construction activities beginning in 2034, with the system expected to become operational by 2038. The MOU also establishes expectations for incremental increases to CRMWA's Capital Improvements Plan beginning October 1, 2026, to assist with design and critical infrastructure improvements in advance of the project. Staff recommends authorizing the Mayor to sign the Memorandum of Understanding regarding CRMWA II. Authorize Department of State Health Services FY27 Immunization/Locals grant contract HHS001331300033 Presenter: Odilia Alvarado, Nursing Manager This is an amendment and continuation of Contract HHS00133130033 in the amount of $129,459.00 for the term beginning September 1, 2026 through August 31, 2027. This contract includes the Texas Vaccines for Children (TVFC) and Adult Safety Net (ASN) programs. These programs allow eligible children ages 0-18 and uninsured adults to receive vaccines at low -to -no cost. Approval of this contract allows the Health Department to continue providing immunization services in accordance with State program requirements. Staff recommends approval of the FY27 IMM/LOCALS Grant Contract HHS00133130033 in the amount of $129,459.00. Authorize Department of State Health Services TWICES/Public Health Infrastructure Grant Program HHS001711300008 Grant Contract Presenter: Odilia Alvarado, Nursing Manager The purpose of this Grant Agreement is to implement and maintain a Health Information Exchange (HIE) to enhance data sharing, disease surveillance, public health reporting, and coordination with regional and state providers. The total amount of this Grant Agreement will not exceed $30,000.00. This grant agreement is effective upon signature and expires on November 30, 2027. Approval of the TWICES/Public Health Infrastructure Grant Program HHS001711300008 Grant Contract will allow the Health Department to continue improving public health data coordination and reporting capabilities. Staff recommends approval. Confirmation of City Manager's Appointment to the position of Director of Finance Motion: Presenter: Ted Chancellor, City Manager Pursuant to the City Charter, the City Manager has appointed Vannesa Rincon to the position of Director of Finance for the City of Plainview, subject to confirmation by the City Council. Staff recommends confirmation of the City Manager's appointment of Vannesa Rincon to the position of Director of Finance.
