Mayor Charles Starnes presided. Members present Council Members Larry Williams -
District 2, Gilbert Garcia -District 3, Gary House -District 4, Daniel Rascon-District 5, and
Evan Weiss -District 6. Council Members Mary Elizabeth Dickerson -District 1 and Lorie
Rodriguez -District 7 were absent.
Staff members present were: Ted Chancellor -City Manager, Jeff Johnston -Assistant City
Manager, Matthew Murray -City Attorney, David Ellis -Director of Information Technology,
Neil Weems -Director of Public Works, Derrick Watson -Police Chief, Bobby Gipson -Fire
Chief, Vannesa Rincon-Interim Director of Finance, Tim Crosswhite-Capital Improvement

a) A Resolution of the City Council of the City of Plainview, Texas, Awarding the
Primary Bank Depository Services Contract to Happy State Bank and
Authorizing the City Manager to Execute any and all Contracts and Other
Agreements Incident to the Establishment of the Primary Bank Depository
Relationship; the Initial Contract Term Shall Begin on October 1, 2026 and end
on September 30, 2029 with the Option for Two One Year Extensions under
the Same Terms and Conditions. (Resolution R26-701)
b) Consideration, Discussion, and Action on Axon Improvement Project

6. Convene into closed session pursuant to Texas Gov't Code $ 551.087 to discuss
or deliberate regarding an offer of a financial or other incentive to a business prospect
that the City seeks to have locate, stay, or expand in or near the territory of the City of
Plainview.
The Mayor recessed the meeting 12:56 p.m.
The Mayor called the meeting back in open session at 1:15 p.m.
7. Adjournment
