202 W. 51" Street, Plainview, Texas.
Mayor Charles Starnes presided. Members present Council Members Larry Williams -
District 2, Gary House -District 4, Daniel Rascon-District 5, and Evan Weiss -District 6.
Council Members Mary Elizabeth Dickerson -District 1, Gilbert Garcia -District 3, and Lorie
Rodriguez -District 7 were absent.
Staff members present were: Ted Chancellor -City Manager, Jeff Johnston -Assistant City
Manager, Matthew Murray -City Attorney, David Ellis -Director of Information Technology,
Neil Weems -Director of Public Works, Derrick Watson -Police Chief, Bobby Gipson -Fire

5. Consider SAFE Camp Program Agreement with YMCA
Presenter: Ted Chancellor, City Manager
SAFE Camp is a summer recreation program that the YMCA runs on behalf of the City
for children that are between five years to 12 years of age. The City provides a subsidy
of $35K to support this program.
Public Comment: None
Motion: Move to adopt SAFE Camp Program Agreement with YMCA

6. Consider Contract for Court Fines and Fees Collection Services with Perdue,
Brandon, Fielder, Collins & Mott, L.L.P.
This was pulled from the agenda until a further date.
7. Convene into Executive Session pursuant to Texas Government Code Sections
551.072 and 551.087 to deliberate the purchase of real property and discuss commercial
or financial information received from business prospects regarding proposed economic
development projects, including hotel development, residential development, and
associated infrastructure improvements. (Hotel Project)
Mayor Recessed the meeting at 11:47 a.m.
Mayor Starnes opened the meeting at 12:20 p.m.
8. Consider and take necessary action regarding acquisition of approximately 3.00
acres of real property located 250 feet south of Parcel ID 110741 from CBS Holdings
Company, LLC.
Presenter: Ted Chancellor, City Manager
The City has been working with CBS Holdings Company, LLC regarding a proposed hotel
development project within the 1-27 corridor. As part of the proposed development
concept, approximately 3.00 acres of land located south of Parcel ID 110741 has been
identified as a suitable location for a future hotel site.
The proposed action would authorize the acquisition of the property from CBS Holdings
Company, LLC pursuant to the terms negotiated by the parties.
The purchase agreement provides for the acquisition of the property at a negotiated
purchase price, subject to completion of required platting, survey, title, and closing
activities. Additional development incentives, obligations, and project -specific
requirements associated with any future hotel project would be addressed separately
through subsequent agreements requiring City Council approval.
Staff recommends approval of the proposed property acquisition and authorization for the
City Manager to execute all necessary documents related to the transaction.

Motion: Move to authorize acquisition of approximately 3.00 acres of real property form
CBS Holdings Company, LLC for $500,000 subject to appraisal
Motion by Mayor Pro Tern Weiss, seconded by Council Member House
