RESOLUTION NO. R26-704
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW,
TEXAS AUTHORIZING THE FILING OF A GRANT APPLICATION WITH
THE UNITED STATES DEPARTMENT OF JUSTICE THROUGH THE
OFFICE OF COMMUNITY ORIENTED POLICING SERVICES TO SEEK
FUNDING FOR THE HIRING OF TWO POLICE OFFICER POSITIONS;
AUTHORIZING THE MAYOR AND CITY MANAGER TO ACT ON
BEHALF OF THE CITY OF PLAINVIEW IN ALL MATTERS RELATED TO
THE APPLICATION; AND AGREEING TO COMPLY WITH THE TERMS
AND CONDITIONS OF THE GRANT IF AWARDED
WHEREAS, on June 9, 2026, a notice of funding opportunity for the FY26 Office
of Community Oriented Policing Services (COPS) Hiring Program was made through the
United States Department of Justice; and
WHEREAS, these federal grant funds can be applied for through Grants.gov
Funding Opportunity Number O-COPS-2026-172611; and
WHEREAS, the application for these grant funds must be submitted by 4:59 p.m.
ET on July 29, 2026; and
WHEREAS, FY 26 COPS Hiring Program (CHP) awards will cover up to 75 percent
of the entry-level salary and fringe benefits for a three-year funding period based on the
applicant's current entry-level salary levels for full-time sworn officers, with a maximum
federal share per position of $125,000 over the three-year period (not $125,000 per �y a�,
and any additional costs exceeding entry-level salaries and fringe benefits w1U�be the
responsibility of the City of Plainview, with a minimum 25 percent local cost share; and
WHEREAS, the CHP must begin on or after October 1 st, 2026 and may not exceed
a 60-month period for implementation and completion; and
WHEREAS, CHP funds may only be used for hiring police officers compliant with
the Office of Community Oriented Policing Services identified program and focus areas;
and
WHEREAS, the City of Plainview agrees that in the event of loss or misuse of CHP
funds, the City of Plainview will return the funds to the Department of Justice in full; and
WHEREAS, the City Council of the City of Plainview authorizes the Mayor and the
City Manager to apply for such funds from the Office of Community Oriented Policing
Services and, if awarded, to utilize such funds to hire two additional full-time police
officers, understanding that the CHP funds are not to supplant the approved City of
Plainview budget, but to supplement the budget.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PLAINVIEW, TEXAS THAT:
1. The Mayor and City Manager are authorized to request federal funding through the
office of Community Oriented Policing Services, United States Department of Justice,
Funding Opportunity Number O-COPS-2026-172611 and act on behalf of the City of
Plainview in all matters related to the grant application and any subsequent grant contract
and grant project that may result.
2. The Mayor and City Manager of the City of Plainview are hereby authorized to
administer and oversee all matters relating to such grant application and to execute all
necessary documents related to such grant application and grant acceptance.
3. In the event the City of Plainview is awarded such grant, the City of Plainview
agrees to comply with the terms and conditions of the grant, including the minimum 25
percent local cost share.
