R26-705 A RESOLUTION OF THE CITY OF PLAINVIEW, TEXAS ADOPTING APPENDIX A (KIDSVILLE CONCEPT PLAN) AND APPENDIX B (BROADWAY PARK CONCEPT PLAN) AS APPENDICES TO THE CITY'S PARKS, RECREATION, TRAILS, AND OPEN SPACES COMPREHENSIVE MASTER PLAN. WHEREAS, in 1967, the City of Plainview, Texas adopted its first Parks Master Plan, with successive updates adopted in 1997, 2007, 2014, and 2022; and WHEREAS, the City of Plainview, Texas, established a Parks Advisory Board by adopting Ordinance No. 95-3035; and WHEREAS, one of the duties of the Parks Advisory Board is to develop and submit to the City Council updates and recommendations concerning the future planning and development of parks, open spaces, recreational facilities, and recreational land; and WHEREAS, on July 26, 2022, the City Council adopted the current Parks, Recreation, Trails, and Open Spaces Comprehensive Master Plan through Resolution No. R22-572 as a long-range guide for the development and improvement of the City's parks, recreational facilities, trails, and open spaces; and WHEREAS, recognizing the significance of Regional Running Water Draw Park and Broadway Park as the City's two regional parks, the Parks Advisory Board undertook detailed concept planning for these facilities to better guide future investment, connectivity, accessibility, and long-term development; and WHEREAS, with the assistance of Parks Superintendent and Jacob Martin, the Parks Advisory Board conducted a comprehensive planning and evaluation process for the Kidsville area within Regional Running Water Draw Park and Broadway Park; and WHEREAS, through that process, the Parks Advisory Board developed concept plans intended to improve the functionality, accessibility, connectivity, and long-term development of the City's two regional parks; and WHEREAS, the Parks Advisory Board has recommended that the Kidsville Concept Plan and Broadway Park Concept Plan be adopted as appendices to the City's Parks, Recreation, Trails, and Open Spaces Comprehensive Master Plan; and WHEREAS, the proposed appendices are intended to provide long-range planning guidance and do not independently authorize construction, expenditures, contracts, or R26-705 Parks Comprehensive Master Plan to 2043 Page 1 of 3 project implementation, all of which remain subject to future City Council approval and the availability of funding; and WHEREAS, the City Council finds that adoption of the proposed appendices will support the orderly development, redevelopment, and improvement of Regional Running Water Draw Park and Broadway Park and is in the best interest of the citizens of Plainview. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Plainview that: Appendix A, titled Kidsville Concept Plan, and Appendix B, titled Broadway Park Concept Plan, are hereby adopted and incorporated into the City of Plainview Parks, Recreation, Trails, and Open Spaces Comprehensive Master Plan. The adoption of these appendices supplements the Parks, Recreation, Trails, and Open Spaces Comprehensive Master Plan adopted by Resolution No. R22-572 on July 26, 2022. Except as specifically provided herein, Resolution No. R22-572 remains in full force and effect. Appendix A and Appendix B shall be maintained as appendices to the City's Parks, Recreation, Trails, and Open Spaces Comprehensive Master Plan. III. The concept plans adopted herein are intended to serve as long-range planning and design guidance for future improvements to Regional Running Water Draw Park and Broadway Park and shall guide future planning, capital improvement programming, budgeting, project prioritization, and grant development. IV. The adoption of these appendices does not constitute authorization for construction, expenditures, contracts, or implementation of any specific project. Such actions shall require separate approval by the City Council and shall be subject to the availability of funding. V. The appendices adopted herein shall remain part of the Parks, Recreation, Trails, and Open Spaces Comprehensive Master Plan and may be amended, supplemented, or I R26-705 Parks Comprehensive Master Plan to 2043 Page 2 of 3 1 1 replaced by future action of the City Council.
