The Plainview City Council met on April 8, 2008 at 7:00 p.m. in the City Council
Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting
was posted in City Hall at 3:30 p.m. on April 4, 2008. Mayor John C. Anderson
presided. Councilmembers present were: Cathy Waggoner-District 2, Belinda Pena-
District 3, John N. Bertsch-District 4, Ron Trusler-District 5, Wendell Dunlap-District 6
and Roland Nash-District 7. Councilmember Kelvin Tipton-District 1 was absent.
Staff members present were: Greg Ingham-City Manager, Leslie Pearce-City Attorney,
John Castro-Director of Community Services, Will Mull-Police Chief, Dale Simpson-
Director of Civil Service, Eric Turner-Main Street Coordinator and Belinda Hinojosa-City
Secretary.
Guests present were: Jimmy Rogers, Mario Landeros, Emma Rodriguez, Norma
Alaniz, Nita C. Tovanche, Jorge Sanchez and Brandon Brownlee
Councilmember Belinda Pena delivered the invocation.
Councilmember John N. Bertsch led in the Pledge of Allegiance.
Greg Ingham and Mayor John C. Anderson presented a proclamation to Laura Steen in
recognition of her work at the Plainview Humane Society.
Councilmember Dunlap moved to adopt the consent calendar. The motion was duly
seconded by Councilmember Trusler and carried by unanimous vote. Items approved
on the consent calendar included approval of the minutes of March 25, 2008 .and
April 3, 2008; the granting of an excused absence to Councilmember Kelvin Tipton;
approval of Farm Lease Agreement between the City of Plainview and Robert
Wilson; the Council ratified the Mayor's Reappointment of Brandon Brownlee and
Mario Landeros to the Plainview Housing Authority with said terms to expire on
January 1, 2010.
Brandon Brownlee, Chairman of the Plainview Housing Authority presented their
Annual Report. Board members Jorge Sanchez and Mario Landeros spoke of their
work on the board.
Mayor Anderson asked for public comment. There was no public comment.
Councilmember Trusler moved to accept the report. The motion was duly seconded by
Councilmember Pena and carried by unanimous vote.
Belinda Hinojosa, City Secretary presented for consideration the Election Equipment
Lease and Election Services Contract between the County of Hale and the City of
Plainview. The Help America Vote Act of 2002 requires entities to have handicapped
accessible voting equipment. This Contract is for the lease of two JBC (Judge's booth
controllers), two DAU (disabled access units) and two electronic voting machines. We
will require one of each for early voting and election day. It also covers the
programming and the cost of providing election services to the City.
Mayor Anderson asked for public comment. There was no public comment.

Councilmember Nash moved to authorize the Mayor to approve the Election Equipment
Lease and Election Services Contract. The motion was duly seconded by
Councilmember Waggoner and carried by unanimous vote.
Belinda Hinojosa presented for consideration Resolution R08-184, a Resolution of the
City of Plainview designating the Early Voting Ballot Board Judge; Designating the
district polling place judge; and setting hourly rate for election officials. She stated
this Resolution appoints Jorge Sanchez as the Early Voting Ballot Board Judge and
District 6 Polling Place Judge. It also sets the hourly pay rate at $10.00 for Judges and
$8.00 per hour for election clerks. Mrs. Hinojosa reminded the Council that early voting
begins April 28, 2008 and ends on May 6, 2008. On April 28, 2008 and May 5, 2008 the
early voting hours will be from 7:00 a.m. to 7:00 p.m. and all the other days the hours
will be from 8:00 a.m. to 5:00 p.m. Election Day is May 10, 2008 and the polling hours
are from 7:00 a.m. to 7:00 p.m.
Mayor Anderson asked for public comment. There was no public comment.
Councilmember Bertsch moved to approve Resolution R08-184. The motion was duly
seconded by Councilmember Truster and carried by unanimous vote.
Greg Ingham, City Manager presented for consideration to authorize the Mayor to
execute letter in support of wind energy projects. He stated that we have been asked
to support wind energy projects in the Panhandle and South Plains. This letter will
show that Plainview supports wind energy and transmission projects that are prudent,
economic, efficient, necessary and that direct beneficiaries are responsible for the
related expenditures to the greatest extent possible.
Mayor Anderson asked for public comment. Brandon Brownlee of 1112 Holiday
encouraged the Council to write the letter in support of wind energy projects.
Councilmember Nash moved to authorize the Mayor to execute letter in support of wind
energy projects. The motion was duly seconded by Councilmember Dunlap and carried
by unanimous vote.
There being no further business, Mayor Anderson adjourned the meeting at 7:57 p.m.
