The Plainview City Council met on April 22, 2008 at 7:00 p.m. in the City Council
Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting
was posted in City Hall at 1:00 p.m. on April 17, 2008. Mayor John C. Anderson
presided. Councilmembers present were: Kelvin Tipton-District 1, Cathy Waggoner-
District 2, Belinda Pena-District 3, Ron Trusler-District 5, Wendell Dunlap-District 6 and
Roland Nash-District 7. Councilmember John N. Bertsch-District 4 was absent.
Staff members present were: Greg Ingham-City Manager, Leslie Pearce-City Attorney,
John Castro-Director of Community Services, Will Mull-Police Chief, Dale Simpson-
Director of Civil Service, Philip Mize-Fire Marshal, Arthur Wall-Street Superintendent,
Jack Keller-Budget Manager and Belinda Hinojosa-City Secretary.
Guests present were: Lanell Julian and Jim Posey

Councilmember Ron Trusler delivered the invocation.
Councilmember Roland Nash led in the Pledge of Allegiance.
Mayor John C. Anderson presented a proclamation to Councilmember Ron Trusler
declaring May as Mental Health Month.
Councilmember Tipton moved to adopt the consent calendar. The motion was duly
seconded by Councilmember Pena and carried by unanimous vote. Items approved on
the consent calendar included approval of the minutes of April 8, 2008 and April 17,
2008; and the granting of an excused absence to Councilmember John N. Bertsch.
Jack Keller, Budget Manager presented for consideration the group health insurance
plan proposals. He stated several proposals for self-funded insurance plans were
received as follows:

He stated it is his recommendation that the City continue with Blue Cross Blue Shield
since their fixed costs are lower.

However, it is his recommendation that the City remain with aself-funded plan. The
City has the opportunity to actually save money if it has a good claims year. The cost of
the fully insured option is paid out regardless of actual experience.
He also presented a comparison of selected billing codes. The amount paid out for
BlueCross BlueShield would be $16,238.00, FirstCare - $27,094.35 and TML-IEBP -
$18,722.01. The costs paid out would be lower for BlueCross BlueShield.
He stated it is his recommendation that the City accept the proposal of BlueCross
BlueShield for a one year contract with three one year renewal options.
Mayor Anderson asked for public comment. There was no public comment.
Mayor Anderson recused himself from voting on the matter since he serves on the
Covenant Hospital Board who owns approximately 75% of FirstCare.
Councilmember Nash moved to accept the proposal from BlueCross BlueShield. The
motion was duly seconded by Councilmember Waggoner.
Councilmember Pena asked if any employees had any problems with BlueCross. She
was advised that any problems were handled through the administrator and worked out.
Councilmember Tipton asked for a brief summary of what the plan encompasses? He
was advised there was a $500 deducible with $1,500 out of pocket; $10, $20 and $35
copay for prescriptions, $20 office visit copay which includes laboratory and x-ray
expenses that occur on same day; $75 emergency room facility copay and physicians
charges would apply to calendar year deductible.
Mayor Anderson asked for a vote on the matter. The motion carried with six votes "for"
the matter and the Mayor abstaining.
Arthur Wall, Street Superintendent presented for consideration the award of gravel
bids. He stated only one bid was received. He contacted the vendors and they

expressed concern over the costs of hauling gravel. One bid was received from
Thrasher, Inc. in the amount of $28.75 per ton for a total of 3,200 tons at a total of
$92,000. He stated the City does reserve the right to adjust the quantity of purchase by
20%.
Mayor Anderson asked for public comment. There as no public comment.
Councilmember Dunlap moved to accept the bid of Thrasher, Inc. The motion was duly
seconded by Councilmember Trusler and carried by unanimous vote.
Mr. Wall presented for consideration the Asphalt bids. He stated no bids were
received. He did however receive a letter stating that because the price of asphalt
changes on a daily basis, they would not be able to bid a certain price. He stated he
recommends buying asphalt at day's price. Mr. Wall stated that asphalt would be
bought once a week.
Mayor Anderson asked for public comment. There was no public comment.
Councilmember Trusler moved to accept the recommendation of Mr. Wall. The motion
was duly seconded by Councilmember Tipton.
Mayor Anderson asked how much asphalt would be needed. He was advised that at
least 75,000 gallons would be needed. The City currently has 18,000 gallons.
Mayor Anderson asked for a vote on the matter. The motion carried unanimously.
There being no further business, Mayor Anderson adjourned the meeting at 7:23 p.m.
