The Plainview City Council met on May 13, 2008 at 7:00 p.m. in the City Council
Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting
was posted in City Hall at 5:15 p.m. on May 9, 2008. Mayor John C. Anderson
presided. Councilmembers present were: Cathy Waggoner-District 2, Belinda Pena-
District 3, John N. Bertsch-District 4, Ron Trusler-District 5, Wendell Dunlap-District 6
and Roland Nash-District 7. Councilmember Kelvin Tipton-District 1 was absent.
Staff members present were: Greg Ingham-City Manager, Leslie Pearce-City Attorney,
John Castro-Director of Community Services, Will Mull-Police Chief, Dale Simpson-
Director of Civil Service, Eric Turner-Main Street Coordinator and Belinda Hinojosa-City
Secretary.

Councilmember Wendell Dunlap delivered the invocation.
Councilmember Wendell Dunlap led in the Pledge of Allegiance.
Mayor John C. Anderson expressed the Council's sincere feeling of loss for Mr. Richard
Orr who covered the City Council meetings. He introduced Hayley Cox who will be
covering tonight's Council meetings.
Councilmember Nash moved to adopt the consent calendar. The motion was duly
seconded by Councilmember Truster and carried by unanimous vote. Items approved
on the consent calendar included approval of the minutes of April 22, 2008 and May
8, 2008; the granting of an excused absence to Councilmember Kelvin Tipton; the
approval of Financial Reports; and the appointment of Steve Martinez to the Library
Board with said term to expire on December 31, 2011.
William Mull, Police Chief presented for consideration and to take necessary action
regarding 911 Grant application from the Lubbock Emergency Communication District.
This is the fourth year in a row that the City has been asked to apply for the grant. This
would be to add supplemental air conditioning in the dispatch office and the 911
equipment room. The dispatch office has a lot of radio equipment which generates a lot
of heat. The total estimated cost of the project is $10,066.00 with the grant covering
90% of the cost and the City being responsible for the other 10%. He stated he is
asking the Council to agree to the submittal of the grant by submitting a letter.
Mayor Anderson asked for public comment. There was no public comment.
Councilmember Pena moved to take necessary action regarding 911 Grant Application
from the Lubbock Emergency Communication District with the City's cost being $1,007
and the grant paying the remaining $9,059. The motion was duly seconded by
Councilmember Waggoner.
Mayor Anderson asked for Council comment.
Councilmember Dunlap asked if the current air conditioning system is in good working
order. Chief Mull stated yes. The building is 40 to 50 years old. One of the rooms used

to be a walk in closet and there is limited duct work in the rooms.
Councilmember Bertsch asked if the work needed to be done sooner? Chief Mull stated
the present situation can be alleviated somewhat by opening doors.
Mayor Anderson asked for a vote on the matter. The motion carried unanimously.
Greg Ingham, City Manager presented for consideration the airport roof repair. The
City and County are. joint owners of the Plainview/Hale County Airport. We currently
have two buildings that are not in use, but need some repairs made if they are to
continue to have any potential value. One of these buildings is the old terminal building
and the other is the Control Tower.
Due to some modifications in the Texas Department of Transportation (TxDOT) Aviation
Division's airport Routine Airport Maintenance Program (RAMP), it appears we can now
use those grant funds for a project of this nature. The grant would be a 50/50 grant with
the City and County splitting the 50% matching funds. We currently have $12,500 in the
Airport budget and most of it was intended to be used for matching RAMP funds. The
projected cost of the roofing improvements is about $35,000 which would make 50% of
that $17,500 and then half of that would be $8,750 which would be the City's portion of
the cost.
Mayor Anderson asked for public comment. There was no public comment.
Councilmember Truster moved to approve the airport roof repairs. The motion was duly
seconded by Councilmember Dunlap.
Mayor Anderson stated the airport is very important to the City and it would behoove us
to keep all part of it up.
Mayor Anderson asked for a vote on the matter. The motion carried unanimously.
There being no further business, Mayor Anderson adjourned the meeting at 7:17 p.m.
