The City Council met on July 17, 2008, at the Plainview Convention Center, 2902 West
4th Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at
11:25 a.m. on July 14, 2008. Mayor John C. Anderson presided. Councilmembers
present were: Cathy Waggoner-District 2, Belinda Pena-District 3, John N. Bertsch-
District 4 and Roland Nash-District 7. Councilmember Kelvin Tipton-District 1, Ron
Trusler-District 5 and Wendell Dunlap-District 6 were absent.
Staff members present were: Greg Ingham-City Manager, Leslie Pearce-City
Attorney, Will Mull-Police Chief, John Castro-Director of Public Works, Jack Keller-
Budget Manager, Dale Simpson-Civil Service Director and Belinda Hinojosa-City
Secretary.

Mayor John C. Anderson delivered the invocation.
Councilmembers Kelvin Tipton, Ron Trusler and Wendell Dunlap were granted an
excused absence.
Greg Ingham, City Manager presented for consideration Resolution R08-189, a
Resolution of the City Council of the City of Plainview, Texas Appointing Belinda
Hinojosa as City Secretary. He stated there is a quirk in the current City ordinance from
1957 concerning the appointment of the City Secretary and Deputy City Secretary
because it differs from our current City Charter. It states that the City Secretary and
Deputy City Secretary are to be appointed by the Council. In order to make sure that
there is no question regarding the authority of the City Secretary and Deputy City
Secretary, this Resolution would ratify the appointment of the City Secretary by the City
Council to the date of hire.
Mayor Anderson asked for public comment. There was none.
Councilmember Nash moved to approve Resolution R08-189. The motion was duly
seconded by Councilmember Pena.
Mayor Anderson asked for a vote on the matter. The motion carried unanimously.
Mr. Ingham presented for consideration Resolution R08-190, a Resolution of the City
Council of the City of Plainview, Texas Appointing Katherine Egger as Deputy City
Secretary. Mr. Ingham stated this ratifies the appointment of Katherine Egger as
Deputy City Secretary to the date of hire.
Mayor Anderson asked for public comment. There was no public comment.
Councilmember Pena moved to approve Resolution R08-190. The motion was duly
seconded by Councilmember Waggoner.
Councilmember Bertsch asked if he had the authority to ratify the appointment during
the time period he did not serve on the Council. He was advised that he could.
Mayor Anderson asked for a vote on the matter. The motion carried unanimously.

The Council and staff reviewed the agenda for the City Council meeting of July 22,
2008.
There being-no further business, Mayor Anderson adjourned the meeting at 11:54 a.m.
