HomeMy WebLinkAbout00 0907 min188 MINUTES Plainview City Council September 7, 2000 The Plainview City Council met on September 7, 2000 at 11:30 a.m. at the Plainview Convention Center, 2902 West 4th Street. Notice of this meeting was posted in City Hall at 5:00 p.m. on September 1, 2000. Mayor Pro-Tern Bobby McGehee presided. Councilmembers present were Mary Jane Shanes-District 2, Rey Rosas-District 3, Ross Owen-District 5, and Irene Favila-District 7. Absent were Mayor Lloyd Woods, Councilmember Sam Parker-District 1, and Mike Hutcherson-District 4. Staff members present were: James P. Jeffers-City Manager, Director of Community Services John Castro, Fire Chief Gary Glass, Administrative Assistant Dale Simpson, Sean Lanier- Engineer, Matthew Tsakanikas-Main Street Coordinator, Del Essary-Solid Waste Superintendent, Norman Huggins-Finance Director, City Attorney Wally Hatch, and Karen McBeth-City Secretary. Guests present were: Ron Trusler, MHMR Director. News media present: John Gunning, Plainview Daily Herald. OPEN MEETING Invocation - Councilmember Bobby McGehee Review of September 12, discussed: h) 2000 City Council Agenda. The following items on the agenda were Authorize the Mayor to execute promissory note in the amount of $30,017.81 between the City of Plainview and Meridian Alliance Group for the remedial measures for removed underground tanks at the City of Plainview Service Center, 500 West 18th St. Mr. Jeffers explained this is an exercise in fulfilling requirements of TNRCC regarding test monitoring the underground tanks at the Service Center. Ordinance No. 00-3267. An Ordinance adopting and approving the Budget for the fiscal year beginning October 1, 2000, and terminating September 30, 2001, and making such appropriations for each department, project and account. (Second Reading). Mr. Jeffers said Councilmember Shanes has questions regarding Parents Place, Inc. and Senior Citizens Center expenditures, but will wait to ask them Tuesday night. Excused Absences were extended to Sam Parker, Mike Hutcherson and Lloyd C. Woods. There were no City Council reports. City of Plainview Districting Commission nominees were reviewed: The original nominees were Lou Balenton, Jerry Bratcher, Rosa Zuniga, Lou Balenton, Paul Reynozo, Yolanda Vargas, Minutes O0 0907 Page 1 of 2 Daniel Rascon, Jimmy Holmes, Dwain Dodson, Ron Trusler, Vickie Flores, Gayle Thomspon and Tiffin Wortham. The Council narrowed the selection to: Councilmember Rosas - Paul Reynozo Councitmember McGehee - Jerry Bratcher Mayor Woods - Ron Trusler Councilmember Hutcherson -Jerry Bratcher Councilmember Parker - Vickie Flores Councilmember Favila - Rosa Zuniga, ifLou Balenton is unable to serve. Mr. Jeffers explained since Lou Balenton is a school crossing guard and therefore an employee of the City of Plainview,~ he cannot serve. However, Mr. Balenton has stated that he will work as a crossing guard until time to serve on the committee; he will then resign his position with the City. Mr. Jeffers asked the Council if this was acceptable, and there were no objections. The Council will appoint six members to the Districting Commission, the commission itself will appoint three others. 6. A Resolution of the City of Plainview, Texas, authorizing the submission of a FY2001 Regional Solid Waste Grants Program application to the South Plains Association of Governments and authorizing the City Manager to represent the City of Plainview in all matters pertaining to this application. The grant will be for $30,000. Solid Waste Superintendent Del Essary told the Council $9,000 would be for residential blue boxes, $7,500 for roll-out office carts, $3,000 household bins, $1,750 for back yard compost bins, and $8,750 for on-board truck scales. He explained the grant comes from the landfill fees sent in to TNRCC Councilmember Rosas moved to approve Resolution R00-109. Councilmember Owen seconded the motion. Councilmembers Shanes, Rosas, Owen, Favila and Mayor Woods voted "yes" to approve, none voted against. Adjournment.
