HomeMy WebLinkAbout09-27-1979 Board of Health MinutesPLAINVIEW—H COUNTY BOARD OF HEALTH MINUTES September 27, 1979 The Plainview—Hale County Board of Health met in regular session on September 27, 1979. Those in attendence were: Dr. C.M. Bladwin, Judge Bill Hollers, Dr. Richard Morgan, Dr. Hugh H. Wilson, Mr. Ray D. Blair, Mrs. Mary Lou Truesdale, and Tonya Mahagan. The minutes of the last meeting were approved as read. The motion was made by Mr. Blair, seconded by Dr. Morgan, that the bills for August be paid. Motion carried. The report for the nominating committee was read. Dr. Baldwin will continue as Chairman and Mrs. Iva Jean West will assume the position of Co—Chairman. Dr. Morgan moved to accept the committee report. Seconded by Dr. Wilson. Motion carried. Mrs. Truesdale informed the Board that the Health Department recently had to quarantine an active TB patient. The patient is also a Chronic Schitophrenic. The patient reported to the District Attorney and Local Police that the Health Department was hassling him. He went calmlyvith a Sheriff Deputy to San Antonio. Mrs. Truesdale then told the Board that there would be a Senate Sub— Committee Meeting on October 15, regarding the steering committee report concerning revamping the laws concerning Health Departments organization and responsibilities of Health Officers. Dr. Board and appropriate Health Department staff will be there. Judge Hollars was asked if he might be able to accompany them. Dr. Baldwin suggested that Mr. Blair go in his place, since Dr. Baldwin believes Mr. Blair 'would be a better represent— ative. Mrs. Truesdale reported to the Board about the Health Department's continuing increase in the work load. Immunization clinics have doubled in attendence. Dr. Wilson asked when our immunizationAclinics Imre held. He suggested that a mail—out be sent to the Doctors on when our clinics are held. Mrs. Truesdale asked if he mould be interested in referring Mothers to bring their children to Well—Child Clinic. He believed that his would be a good idea if the children ware able to receive immunizations as well as counsel— ing on child growth and health development. Dr. Baldwin called the Board's attention to the nursing services. The total nursing services were 1,966. There was an increase of 547 encounters. Mrs. Truesdale added that one nurse was on vacation, one nurse out for ill— ness in the family, one nurse terminated, and one nurse began training the middle of August. The City Council approved the budget including the Clerk III position. The County Commissioners approved the base budget, but refused the Clerk III position. There was then a general dicussion on ways to persuade the Commissioners to approve the Clerk III. Several suggestions were made by the Board members.
