A RESOLUTION OF THE CITY OF PLAINVIEW, TEXAS, AiTTHORI~ING
THE MAYOR TO EXECUTE AN AGRN'F` FOR MISCELLANEOUS
ENGINEERING CONSULTING AND DESIGN SERVICES WITH PARICHILL.,
SMITH & COOPER, INC.
WHEREAS, the City of Plainview periodically needs to utilize an
engineering firm for miscellaneous engineering consulting and
design .services; and
WHEREAS, the City of Plainview has used Parkhill, Smith &
Cooper, Inc., for these services for many years; and
WHEREAS, a letter of agreement for thaw services is attached
and hereby made a permanent part of this Resolution.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Plainview, Texas, that the Mayor. is hereby authorized to
execute an Agreement with Parkhill, Smith & Cooper to furnish
miscellaneous engineering consulting and design services. to the
City far the .calendar year 199Q.

Gentlemen:
We propose to furnish miscellaneous engineering consulting and design services
to the City during the calendar year 1990 as directed by the authorized
representatives of the City either verbally or in writing.
The fee for miscellaneous services shall be salary cost times a multiplier of
2.14 plus reimbursement for direct non-labor and sub-contract expense at invoice
cost times a multiplier of 1.1.5.
Salary cost is defined as the salaries of engineers, architects, drafters,
typists., clerks , .etc . for the time .directly chargeable to the project plus normal
payroll expenses. The sa ary schedule on January 1, 1990 is:
Principal-in-Charge $28.22 to $30.14 per hour
Project Manager/Architect $19.03 to $23.16 per hour
Project Engineer/Architect $16.08 to $20.99 per. hour
Design Engineer/Architect $16.08 to $16.44 per hour
Engineer-in-Training $12.53 to $13.68 per hour
Resident Project Representative. $12.03 to $14.09 per hour
Drafters $ 8.74 to $15.40 per hour
Clerical $ 7.68 to $12.77 per hour
The salary schedule is adjusted each January according to the Cost Price Index
published by the Department of Labor.
Normal payroll expenses (fringe benefits) are.:

State Unemployment Tax
Federal Unemployment Tax
Compensation Insurance
Sick Leave, Vacations & Holidays
Retirement
Health and Life Insurance
Total

The payroll percentage will be calculated and adjusted an October 1 of each
year.
On projects where. the construction costs will exceed $100,000, a separate
engineering fee will be negotiated.
You may indicate the acceptance of this agreement by returning a signed copy of
this letter to our office. We will consider the return as our authorization to
perform. engineering and design services as directed.
This agreement may be cancelled. by written notice by either party.
We appreciate the opportunity to be of service to the City of Plainview.
