LAND USE MAP ~NT - ZONE CASE 560
RESOLUTION NO. R90-112
A RESOLUTION OF THE CITY OF PLAINVIEW, TEXAS, ACCEPTING
AND APPROVING THE RECOMMENDATION OF THE PLANNING AND
ZONING COMMISSION TO AMEND THE LAND USE PLAN AND MAP
OF THE CITY OF PLAINVIEW.
WHEREAS, the City Council had commissioned a study to be
undertaken of the City relative to demographic trends, housing
conditions, land use patterns, thoroughfare conditions and needs
and infrastructuraI conditions, said study to be conducted under
the general direction of the Planning and Zoning Commission; and
WHEREAS, the study (Comprehensive Master Plan), was completed
and a final report was submitted to the City Council and approved
by Resolution No. R89-198; and
WHEREAS, the Land Use Plan and Map
Comprehensive Master Plan; and
is a part of the
WHEREAS, Resolution No. R89-198 recognizes a need, to
continually review and .update. the City's existing Comprehensive
Master Plan; and
WHEREAS, the Planning and Zoning Commission has reviewed the
Land Use Plan and Map as it pertains to Zone Case 560, which
provides that the area in the 400 Block of Wayland be residential
in nature based on the current existing land use patterns at the
time of the adoption of the original study; and
WHEREAS, the Planning and Zoning Commission has recognized the
following conditions existing that require amending the Land Use
Plan and Land Use Map portions of the Comprehensive Master Plan in
light of Zone Case 560:
1. The existing use is in a rundown condition;
2. The area has experienced historic deterioration;
3. The adjacent property is commercial, and this
property cannot lend itself to future residential
development; and
WHEREAS, the above conditions existing, it would be in the best
interests of the City of Plainview to provide and encourage
commercial development at the 400 block of WaYland Street and
identified as Lots 9, 10 and 11, Block 66, College Hill Addition
and to designate such as a commercial use area on the Land Use
Plan and Map of the City of Plainview.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City
of Plainview, Texas, that the City Council hereby accepts and
approves the recommendations of the Planning and Zoning Commission

to revise the Land Use Plan and Map to reflect a designated
commercial use area on Lots 9, 10 and 11, Block 66, College Hill
.Addition. The City Council accepts said plans as general guides
for growth and development of the City of Plainview, recognizing
that such plans may be amended and revised as conditions change in
and arOund the community and as the City Council determines such
changes to the Comprehensive Master Plan to be in the best
interests of the City of Plainview.
