HomeMy WebLinkAboutR90-113GOALS AND TIME__TABLES RESOLUTION NO. R90-113 A RESOLUTION OF THE CITY OF PLAINVIEW, TEXAS, ESTABLISHING GOALS AND TIMETABLES FOR THE CITY OF PLAINVIEW. WHEREAS, on February 17 and 18, 1990, the City Council conducted a Special Work Session in Amarillo, Texas, in order to establish goals and objectives for the City of Plainview; and WHEREAS., the City Council wishes to formally adopt the goals and objectives discussed at said retreat. NOW, THEREFORE, BE IT RESOLVED by the City of Plainview, Texas, that the following goals and objectives, are hereby adopted and the City Manager is charged with the responsibility in seeing that as many as possible of said goals and objectives are completed prior to February 1, 1991: Public Safety Consolidation. Clarify goals a~d identify means for measuring progress as soon as practical. e Hale County Central Appraisal District.. Complete the disposal of surplus properties; work to improve the image of the Appraisal District Office; review changing Board representation to Councilmembers; possible establishment of a Council liaison position; review the bidding out of the delinquent Attorney services; and to complete such as soon as practical. Library. Initiation of a review to enhance the operation efficiency of the Library thru interagency cooperation with the first status report to be available within sixty days. Fire Department - Forty Hour Work Week. The Council requested a review of existing information on the forty hour work week with said review to be completed within the next thirty days. Alley Mainte-s-ce/Bulk Trash Pick-Up. The Council requested that staff identify options for improving alley maintenan.ce and to provide a bulk refuse pick-up service with said review to be completed within the next 180 days for possible inclusion in upcoming budget deliberations. 1 of 4 10. 11. 12. 13. 14. 15. 16. Civil Service. The City Council requested that the City Manager complete the. analysis of Civil Service laws as soon as practical· Boards and Commissions, The Council requested that a policy statement be developed whereby Board and Commission appointments are discussed in executive session. Budget. The Council requested that Council's review of the City Mana.ger's proposed, budget be. spread, out over more than one meeting and that a detailed quarterly report on the budget be provided. Water Rate Study. The Council requested, that an in depth water rate analysis be presented to the Council no later than August, 1990. Hotel/Motel Tax. The Council requested the development of a policy which would require that the Hotel/Motel Tax reserve fund not d~op below $100,000 and that historical preservation be added as a second priority for use of Hotel/Motel Tax Funds. County - Jail - Housing City Prisoners. The Council reviewed the preliminaries of a proposal whereby the County will house City prisoners and expressed interest in pursuing such. City/County Precincts. The Council requested that the City work with. the County in clamifying voter registration precincts for City, County and School elections. County - Redistricting. The Council requested staff monitor redistricting options being pursued by the County. Master Plan. The Council requested an annual review and update of the existing master plan. Parks. The Council requested that the feasibility of acquiring grant funds for the development of Frisco Park be ascertained; that the development of a golf driving ran.ge be reviewed; and that the development of jogging trails be reviewecl. Water Reserves. The Council requested that an RFP be developed for consideration which would review existing water rights and make suggestions concerning the acquisition of future water' rights. 043 2 of 4 17. 18. 19. 2¸0. 21. 22. 23. 24, 25. 26. Annexation. The Council requested that an annexation plan be submitted, addressing possible future annexations, by July, 1990. Impact Fees. The Council requested that the City proceed with exempting the City from the impact fee legislation. Retreat. The Council requested that reports be provided on the status of assigned through the annual retreat. quarterly projeCts Building Codes. The Council requested that an analysis be completed addressing major differences between the Building Codes of the City of Plainview and area cities. Beautification. The Council expressed an interest in allocating $500 towards the Beautification Project competition. Enterprise promotional initiated. Zone. The Council requested that efforts for the Enterprise Zone be Private Prisons of America. The Council established March 7, 1990, at 2:00 P.M. as the time to review the Private Prisons of America proposal. Sanitation. The Council requested that tenants and property owners in the area of the landfill be notified by the City prior to any State contact; the Council requested, that staff develop a mandatory service policy for sanitation services within the City; the Council requested that staff develop aproposal that all private contractors operating within the City secure a franchise and that certain types of services be reserved for the City to provide only. Meeting Places. The Council requested that staff develop a list of options concerning meeting places for work sessions. Pending Projects. The Council requested that the following pending projects from the previous years retreat be pursued for completion as soon as practical; Assistant Director of Public Works, purchasing manual; review of annexation of Westridge; industrial recruitment policy with special emphasis on environmental issues such as water consumption; overall annexation policy; street sweeping; and City Charter amendments. 3 of 4 Passed and Approved this 27th day of February, 1990.
