R90-122 A RESOLUTION OF THE CITY OF PLAINVIEW, TEXAS, OPPOSING PROPOSED DEPARTMENT OF ENERGY RULES WHICH WOULD RESTRICT AIR TRAFFIC USING AMARILLO INTERNATIONAL AIRPORT. WHEREAS, Amarillo International Airport provides most of the Panhandle of Texas, as well as parts of Oklahoma, Kansas, Colorado and New Mexico, with the nearest air transportation link with the remainder of the United States; and WHEREAS, the Department of Energy has proposed safety regulations which, while important considerations, would limit air traffic at Amarillo International Airport to the extent that this vital air transportation link would be lost; and WHEREAS, there are other alternatives available to the Department of Energy to accomplish its safety objectives that would be equally effective, less invasive into the lives of travelers using the Airport and, from a total cost consideration, less expensive to the citizens of the area served by the Airport, as well as the rest of the United States; and WHEREAS, every available alternative should be explored before the Department of Energy is allowed to choke the life from Amarillo International Airport and adversely affect the lives of residents of the affected area with proposed regulations. NOW, THEREFORE, BE IT RESOLVED by the City of Plainview, Texas, that the City wishes to express its official opposition to adoption and implementation of the Department of Energy's proposed regulations which would restrict air traffic into and out of the Amarillo International Airport; and That the City of Plainview requests its elected representatives to intercede in this proposed rule making and require their employees in the Department of Energy to take a less invasive and less expensive approach to solving this important problem. Passed and Approved this 13th day of March, 1990. ATTEST: Carla geese, City Secretary APPROVED AS TO CONTENT: APPROVED AS TO FORM: David B-iackbur~-City Attorney
