RESOLUTION NO. R90-124
A RESOLUTION OF THE CITY OF PLAINVIEW CITY COUNCIL,
ADDRESSING THE PROPOSED PRISON WITH PRIVATE PRISONS
OF AMERICA, INC.
WHEREAS, Private Prisons of America (PPAL) has proposed to
construct a prison with the assistance of the City of Plainview;
and
WHEREAS, the Plainview City Council continues to express
interest in pursuing this project because of its potential positive
impact on the Plainview area economy; and
WHEREAS, the City of Plainview has requested that PPAL answer
numerous questions concerning the construction, financing and
operation of a private prison; and
WHEREAS, PPAL officials have been responsive to certain
questions and have pointed to a need for bond counsel to answer
the remaining questions; and
WHEREAS, the City Council desires to have bond counsel review

W, THEREFORE, BE IT RESOLVED by the City of Plainview, that

BE IT FURTHER RESOLVED that the City and PPAL mutually agree
upon a bond counsel to be retained by the City to review the
proposed agreement and provide responses to the questions posed by
the City with PPAL paying for all costs and expenses associated
with bond cousel.
