RESOLUTION NO. R90-139
A RESOLUTION OF THE CITY OF PLAINVIEW, TEXAS,
ORDERING THE CANVASS OF THE ELECTION RETURNS
AND DECLARING THE RESULTS OF THE GENERAL AND
SPECIAL ELECTION HELD ON MAY 5, 1990.
The State of Texas
County of Hale
City of Plainview
WHEREAS, on the 8th day of May, 1990, the City Council of the
City of Plainview, Texas, convened at the regular meeting place
thereof with the following members present to wit:
Alton Jackson, Lester W. James, Jr., Barbara Dorman,
Dwain Dodson and Ross Owen
and the following were absent:
John E. Kirchhoff and Don Dickson
WHEREAS, constituting a quorum, and among other proceedings had
were the following:
WHEREAS, Councilmember Lester W. James, Jr. introduced a
Resolution and ordered and moved its adoption. The motion was
seconded by Councilmember Ross Owen, and the motion carrying with
the adoption of the Resolution and order prevailed by the
following vote,
ayes: 5
noes: 0
The Resolution is as follows:
WHEREAS, there came to be considered the returns of an election
held on the 5th day of May, 1990, for the purpose of electing the
hereinafter named officials and results of a Civil Service
proposition, and it appearing from said returns, duly and legally
made, that there were cast at said election 1,555 valid and legal
votes: that each of the candidates and proposition in said
election received the following votes:

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City
of Plainview, Texas, that said election was duly called; that
notice of said election was given in accordance with law, and that
said election was held in accordance with law, and that:
SECTION 1: E.V. Ridlehuber was duly elected Mayor of the
City of Plainview, and that E.V. Ridlehuber is hereby declared
elected to said office of Mayor for the City of Plainview, subject

to the taking of the Oath of Office as provided by the laws of the
State of Texas.
SECTION 2: Alton Jackson was duly elected Councilmember for
Precinct 1 on the City Council of the City of Plainview, and that
Alton Jackson is hereby declared elected to said office of
Councilmember for Precinct 1 on the City Council of the City of
Plainview, subject to the taking of the Oath of Office as provided
by the laws of the State of Texas.
SECTION 3: Mary Virginia Kirchhoff was duly elected
Councilmember for Precinct 2 on the City Council of the City of
Plainview, and that Mary Virginia Kirchhoff is hereby declared
elected to said office of Councilmember for Precinct 2 on the City
Council of the City of Plainview, subject to the taking of the
Oath of Office as provided by the laws of the State of Texas.
SECTION 4: Don Dickson was duly elected Councilmember for
Precinct 3 on the City Council of the City of Plainview, and that
Don Dickson is hereby declared elected to said office of
Councilmember for Precinct 3 on the City Council of the City of
Plainview, subject to the taking of the Oath of Office as provided
by the laws of the State of Texas.
SECTION 5: Medlin Carpenter was duly elected Councilmember
for Precinct 4 on the City Council of the City of Plainview, and
that Medtin Carpenter is hereby declared elected to said office of
Councilmember for Precinct 4 on the City Council of the City of
Plainview, subject to the taking of the Oath of Office as provided
by the laws of the State of Texas.
SECTION 6: Civil Service
Department was duly approved.
