A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS,
APPROVING AND ADOPTING A BULK REFUSE, SELF-HELP PROGRAM TO ASSIST
RESIDENTS OF THE CITY OF PLAINVIEW.
WHEREAS, there exists a need for residents and/or groups of residents to have
a means of disposing of bulk refuse generated at their residences; and
WHEREAS, the City Council of the City of Plainview desires to assist the
residents and/or groups of residents in disposing of bulk refuse generated at
their residences as a means of promoting efforts toward the health and beautifica-
tion of the City.
NOW THEREFORE BE IT RESOLVED by the Mayor and City Council of the City of
Plainview, Texas, that a Bulk Refuse, Self-Help Program be and is hereby established
and that the said program be conducted in accordance with the following rules and
regulations:
The Bulk Refuse, Self-Help Program otherwise to be known as "Loan-A-Truck"
shall be conducted and administered by the Sanitation Supervisor and his
staff.

The City will provide, free of charge, a resident or group of residents the
use of a City Dump Truck on a first-come, first-served basis on week days,
Monday through Thursdays, from 4:00 p.m., until 7:00 a.m., the following
morning, and weekends from 4:00 p.m., Friday, until 7:00 a.m., Monday.
Applications for this service shall be made by the resident at whose residence
the vehicle will be parked. Applications shall be made in person at the
Municipal Service Center located at 500 West 18th Street in Plainview, Texas.

The following is a list of provisions that will be used in making this service
available inside the City Limits ONLY.
1. City vehicle must be parked within the boundaries of the resident's
property, or in a street adjacent to resident's property. The resident shall
provide the City with a sketch of the property and the requested location
of the vehicle. Under no circumstances shall said vehicle be parked in an
alley.
2. Service is offered only for use in residential areas for removing
bulk refuse items, including tree limbs, appliances, etc., and excludes the
use by commercial contractors and/or contractor's materials.
3. The City vehicle will be parked by a City employee at the designated
address and removed by a City employee on the following morning, or in the case
~of.~weekends, on Monday morning. The vehicle will be_locked during the time it
is left at the loading site.
4. Where a group of residents request a vehicle, it will be the respon-
sibility of the resident where vehicle is parked, to see that it is loaded
properly to assure that the debris will not be strewn and will ride properly
on the vehicle when it is removed from the loading site.

5. Any resident requesting the vehicle shall not be able to utilize
said vehicle more than one time in any given week.
