CITY COUNCIL MEETING
September 21, 2000
The Plainview City Council met at 11:30 a.m. at the Plainview Convention Center, 2902 West
4th Street. Mayor Pro Tern Bobby McGehee presided. Councilmembers present were: Sam
Parker-District 1, Rey Rosas-District 3, Mike Hutcherson-District 4, and Ross Owen-District 5.
Councilmembers Mary Jane Shanes, Irene Favila and Mayor Lloyd Woods were absent.
Staff members present were: Norman Huggins-Acting City Manager, John Castro-Director of
Community Services, Matt Tsakanikas-Main Street Coordinator, Dale Simpson-Adm. Assistant,
John Berry-Director of Community Services, Gary Glass-Fire Chef, Sean Lanier-Engineer, Will
Mull-Police Chief, Wally Hatch-City Attorney, and Karen McBeth-City Secretary.
Mayor Pro Tem McGehee called the meeting to order at 11:30 a.m John Castro gave the
Invocation. The Council and staff reviewed the agenda for September 26, 2000. The following
items from that agenda were discussed:
h) Extension of contract with National Contracting Company, Inc. for repairs of
elevated storage tanks.
John Berry explained the additional needed repairs discovered by the painting contractors.
Repairs involve ladder, balcony railing and manhole. These repairs are necessary and are better
done prior to painting. There is money in the budget to accomplish this and staff recommends
doing so. There were no objections.
Zone Case 695 Ordinance No. 00-3271. 1202 Raleigh (first reading.)
John Castro reviewed the case, which Planning and Zoning approved. Christian Harvest Church
plans to enlarge its parking lot. The zoning department received two answers to requests for
comment: 1 for, 1 against - from the same lady who complained before, who is afraid her
driveway will be blocked.
Zone Case 696. Ordinance No. 00-3270. Specific Use Permit for Piainview Hotel, 4005
Olton Road, for a restaurant and a bar. John Castro showed pictures of location. They will have
an enclosed patio. Planning and Zoning approved with the stipulation of a one-way panic lock
on the patio door to the outside. No written comments were received. They have met all of the
requirements.
Closed Meeting. City of Plainview vs. Charles and June Nabors. Wally Hatch told the
Council the meeting with the Commission took place in City Hall earlier this week and they
recommended a settlement of $35,000. The Council will determine the next step.
Excused Absences. Mayor Lloyd C. Woods, Councilmember Mary Jane Shanes and
Councilmember Irene Favila were extended an excused absence for the meeting today.
There were no Council Reports.

Award of bids on tax sale property. Hatch reviewed the bids received. Property at 923-925
Austin - high bid was from Dickerson Co. in the amount of $2,000~ Property at 613 W. 9th St.,
high bid was $6,000 from Juan Sanchez. Property at 1001 N Columbia high bid was $3,972.00
from Ralph Langley. This sale will bring the City approximately $10,000. Hatch said the
properties all appraised for higher amounts, but the theory was to sell it, get it back on the tax
rolls and the City would no longer be responsible for it. Councilmember Owen moved to accept
the bids as presented. Councilmember Hutcherson seconded the motion. Councilmembers
McGehee, Rosas,Parker, Owen and Hutcherson voted "yes" on the motion. None voted against.
With no further business to discuss, Councilmember Owen moved to adjourn. Councilmember
Hutcherson seconded the motion. It was unanimously approved Mayor Pro Tern McGehee
adjourned the meeting at 12:50.
